Full Description

The Contractor shall furnish all labor, materials, tools, transportation, and equipment necessary to relocate, clear, mark, and paint 27.09 miles of the Government boundary line surrounding Sam Rayburn Reservoir, in accordance with the following specifications. Boundary line to be maintained (COE Segments 43 and 45) is located in Nacogdoches County between Etoile Park and Shirley Creek Park and was last maintained in 1994. The Government shall provide to the successful bidder one (1) set of real estate segment and tract maps covering the work area, and provide all boundary line signs and posts. The Contractor shall be responsible for locating the boundary line between Corps monuments within a tolerance of six (6) inches. The contractor shall rely solely on Corps boundary monuments and will not rely on any other existing markings such as stakes, pins, red paint, Government boundary signs, etc. In any case where line of sight cannot be obtained due to obstructions, the Contractor will still be required to locate the boundary line within six (6) inches. The Contractor will report in writing any missing or dislocated monuments at the next scheduled monthly meeting with the Contracting Officer's Representative (COR). Where monument(s) cannot be readily located, but have not been obviously displaced by shoreline erosion, the Contractor is required to use a Contractor supplied metal detector to search the area for buried or fragmented monument(s). Where siltation has covered the monument (or monument portions, in cases where monument has been damaged), soil overburden MUST be removed until Contractor is certain that the monument is indeed what is indicated by the metal detector. Where the Contractor is certain that a monument has been destroyed or removed, a flexible ORANGE corner post MUST be placed at the spot where the monument should be. This point will be derived by means of sighting the bearings with an accurate hand held compass and measuring by tape from adjacent monuments on either side of the missing monument. The Contractor will report any dislocated monuments at the next scheduled monthly meeting with the COR. Government property lines shall be cleared of vegetation to a width of five feet (5) and to a stump height not to exceed three inches (3). Some boundary line has been fenced, in which case an area one foot (1) wide will be cleared on the exterior of the fence and four feet (4) on the interior Government side of the fence. All woody vegetation will be cut from the fence, even if intertwined. All overhanging vegetation will be cleared to a height of seven feet (7). Trees of a diameter at breast height of four inches (4) or more will not be removed, but branches will be trimmed to the seven foot (7) height clearance. See attached solicitation and Scope of Work.
