The Texas Army National Guard intends to establish a Blanket Purchase Agreement (BPA) with up to three (3) BPA holders for clothing items in support of the Recruitment Sustainment Program (RSP). Each awarded BPA will be for a five (5) year ordering period. The ceiling for each BPA holder is $349,999.00 for the entire five-year period. See FAR Provision 52.212-1 Instruction to Offerors and 52.212-2 for evaluation factors. Physical samples are required. Please submit all questions regarding this solicitation via email to ng.tx.txarng.mbx.uspfo-tx-pc1@army.mil. The deadline for questions is no later than 10:00 AM CDT on August 20, 2026. All questions and answers will be posted publicly on SAM.gov. It is the vendors responsibility to regularly monitor the website for updates. No late Q/As or quotes will be considered by the Government. Note (1): DFARS 252.225-7012 (Preference for Certain Domestic Commodities) is incorporated by reference and fully applies to all apparel and textile items in this solicitation. This DFARS clause is also known as the Berry Amendment.
