The U.S. Embassy in Brussels is seeking to establish a Blanket Purchase Agreement (BPA) for legal services, which functions as a flexible, overarching arrangement allowing designated individuals or companies to request specific legal assistance without a direct financial commitment upfront. This BPA is intended to facilitate the procurement of legal expertise related to U.S. Government land acquisition activities in Brussels, with an estimated value of approximately €40,000 ($47,000) over a three-month period. Interested parties must be qualified legal service providers, and they are required to submit indicative pricing information via email by November 25, 2025, with the subject line referencing the BPA ID number. The scope of legal services under this BPA includes supporting land acquisition efforts, reviewing relevant documents, providing legal context, and certifying post-purchase activities, with specific deadlines for deliverables ranging from 7 to 30 days after requests. The solicitation emphasizes the importance of timely registration and submission of pricing proposals to ensure eligibility and prompt award processing. The contract is managed by the U.S. Embassy Brussels, with primary points of contact including Andrew Malandrino and Michael Abrahams. This arrangement aims to streamline legal support for U.S. foreign policy objectives in property acquisition within Belgium, ensuring that qualified legal professionals can efficiently respond to the embassy’s needs under a flexible, non-binding agreement structure.
