This is a pre-solicitation notice for the establishment of multiple Basic Ordering Agreement (BPA) orders under the Indonesia Port Handling and Inland Transportation (PHIT) program, with performance anticipated to begin as early as August 2026. The effort, led by the 0413 AQ HQ Contract Augmented office at Fort Shafter, Hawaii, seeks contractors to provide comprehensive port operations and inland transportation services for U.S. Government personnel across Indonesia, primarily in Palembang and Jakarta, with potential expansion to other locations. The contract requires the contractor to supply all personnel, equipment, fuel, materials, supervision, and facilities necessary to move cargo from origin to destination in strict compliance with U.S., Indonesian, and local laws, including safety standards such as OSHA 29 CFR 1910, AR 385-10, and NISPOM. All work is governed by a Performance Work Statement that mandates 100% compliance with critical performance areas like port operations and legal adherence, with inspections conducted jointly at origin and destination prior to formal government acceptance at the destination. The procurement follows a BPA structure under RFO 12.201-1(e)(3), allowing all responsible sources to submit quotes for individual orders, with evaluation likely guided by a Low Price Technically Acceptable (LPTA) approach due to the binary 100% Acceptable Quality Level thresholds and absence of trade-off criteria. Contractors must ensure all personnel are fluent in English, clearly identifiable as contractors, and properly credentialed for access to U.S. and Indonesian military installations, including coordination with the Indonesian National Armed Forces. Key requirements include submitting pre- and post-inspection sheets for all equipment, maintaining equipment in serviceable condition without damage or corrosion, adhering to strict operational security protocols prohibiting public disclosure of mission details, and complying with environmental laws for waste and hazardous materials handling. No set-aside is in place, and performance is entirely outside the United States and its outlying areas. The NAICS code 484110 applies, and no contract value is specified, as pricing is determined per individual BPA order. Submitting proposals requires direct email submission to the designated points of contact by May 15, 2026, and adherence to technical deliverables outlined in the Performance Requirements Summary and Deliverables Schedule.
