The U.S. Army Corps of Engineers (USACE) Sacramento District (SPK) is seeking qualified laboratories to provide critical Regional Quality Assurance (QA) Testing across its extensive Area of Responsibility (AOR). This effort will directly support materials and water quality testing for a wide range of civil, military, and Veteran’s Affairs construction sites.

To effectively manage testing demands across this vast geographic footprint, the Government intends to establish a multiple-award Master Blanket Purchase Agreement (BPA) with a five-year ordering period.

Operational Regions and Scope
Because SPK’s AOR covers diverse geographic and logistical landscapes, the scope of work is divided into five distinct operational regions: the Utah Region, Nevada Region, Northern California Region, California Bay Area & Stockton-Modesto Region, and the Central Coast & Southern Valley Region. Please refer to the attached Map of the Area of Responsibility for the precise boundaries of each sector.

To ensure adequate coverage and rapid response times, SPK intends to establish at least two BPAs per region, each with established price lists. Offerors may propose services for one or multiple regions based on their laboratory locations and capabilities.

Regulatory Compliance and Technical Requirements
Reliable, validated data is essential to the USACE mission. All testing, investigations, and analytical services performed under this BPA must strictly adhere to the technical specifications outlined in the attached Performance Work Statement (PWS) and comply with the following core regulations:

  • ER 1110-1-261: Governs the responsibilities and standard procedures for testing performed by and for USACE district offices.

  • ER 1110-1-8100: Establishes the policies for laboratories performing materials testing (including aggregate, bituminous materials, concrete, rock, soil, and other construction materials). Critically, this regulation designates the Materials Testing Center (MTC) as the validation authority. Maintaining active MTC inspection and validation is a mandatory requirement for any laboratory executing task orders under this BPA.

Retro-Commissioning, TAB, Controls, and Regulatory Support IDIQThis five-year contract supports retro-commissioning, Test/Adjust/Balance, and controls assistance across the Port of Seattle’s airport infrastructure to optimize performance of mechanical, plumbing, and lighting systems, among others. The goal is to identify operational inefficiencies, correct deficiencies, and enhance system reliability, occupant comfort, energy efficiency, and compliance with safety and regulatory standards. Work will be executed through service directives issued by Aviation Facilities and Infrastructure, with the consultant collaborating closely with the agency team to deliver required outcomes. Ongoing support is expected to extend the lifespan of critical systems while ensuring they meet evolving operational and regulatory demands. The contract falls under NAICS code 541380 and is managed by the Port of Seattle’s Aviation Facilities and Infrastructure division. Primary point of contact is Jason Gates, with Project Manager Jim Farris available for coordination. The solicitation is forecasted with no set-aside classification, and performance will be based within the airport’s facilities under the Port’s jurisdiction. All activities are designed to be responsive, flexible, and aligned with the agency’s long-term infrastructure improvement objectives through a structured service directive process.

Quality Testing and Certification Lab (Third-Party Inspection)The contract requires a third-party laboratory to perform independent testing and certification of manufactured connecting links to ensure compliance with stringent military standards, focusing on structural strength, corrosion resistance, and dimensional accuracy. All testing must be conducted according to established military specifications, with comprehensive test reports submitted for each batch of components. Retention of physical samples for potential audit or retesting is mandatory, and the lab must maintain proper documentation and chain-of-custody procedures throughout the process. This is a small business set-aside under the SBA, exclusively available to qualified small businesses as defined by FAR 19.5, and is classified under NAICS code 541380 for other scientific and technical consulting services. Performance of the work is required at Robins Air Force Base, Georgia, with all deliverables tied to strict compliance timelines. The solicitation closed on July 22, 2026, and was issued under the LAND SUPPLY CHAIN organization within the Department of Defense, indicating the critical nature of these components to military logistics and equipment readiness. The subcontract nature of the arrangement suggests the winning vendor will support a prime contractor or program office responsible for broader supply chain obligations, with quality assurance being a non-negotiable requirement to ensure operational safety and reliability in defense applications.
