$625M USACE SPD Vertical AE Design MATOC

The U.S. Army Corps of Engineers, South Pacific Division through the Sacramento District, plans to establish a Multiple Award Task Order Contract (MATOC) with a total ceiling of $625 million for vertical architectural and engineering services across a broad area encompassing California, Arizona, Nevada, Utah, New Mexico, and portions of Colorado, Oregon, Idaho, Wyoming, and Texas. This contract will be structured as an Indefinite Delivery Contract with two distinct pools: an Unrestricted pool expected to include six to ten firms and a Small Business Reserve pool targeting four to six qualified small businesses. The primary focus is on vertical design services for military facilities, interagency and international projects, and limited civil works, covering the full spectrum from pre-design planning and site investigations through full design development and construction phase support like engineering during construction and materials testing. Projects will include new construction, facility modernization, historic preservation, sustainable design, and utility system upgrades, all governed by Department of Defense and USACE standards with an emphasis on LEED principles and multi-discipline coordination. The procurement will follow Brooks Act procedures under FAR Part 36, selecting firms based solely on demonstrated technical competence and qualifications as documented in SF-330 submissions, not on price at the contract award stage. Task orders under the MATOC will be competitively awarded to individual contractors based on their qualifications to perform specific工作任务.
