USACE SPK DBB Construction - Natomas NPP - Sacramento, CA

The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement for design-bid-build (DBB) construction services to renovate three (3) pumping stations (the Named Pumping Plants (NPPs)) in the Natomas region of Sacramento, California (CA).

In general, the work for each site is anticipated to consist of removing the discharge pipes that currently go through the levee and installing new discharge piping that will traverse over the levee.

Elkhorn Pumping Plant is an irrigation pumping plant located on the Sacramento River north of Interstate 5 and west of Highway 99 along the Garden Highway Levee at River Mile 73.6. The plant conveys water from the Sacramento River into the Natomas Mutual Water Company’s (NMWC) Elkhorn Irrigation System. The work at this site is anticipated to include levee excavation, removal of existing piping and appurtenances, levee embankment backfill and compaction, installation of new piping, build up area, removal and replacement of a portion of Garden Highway pavement, installation of vacuum system and conduit, and replacement of fiber optic line conduit.

Riverside Pumping Plant is an irrigation pumping plant located on the Sacramento River north of Interstate 5 and west of Highway 99 along the Garden Highway Levee at River Mile 65.78 (Natomas Reach B). The plant conveys water from the Sacramento River into the NCMWC’s Riverside Irrigation Canal. The work at this site is anticipated to include levee excavation, removal of existing piping and appurtenances, levee embankment backfill and compaction, installation of new piping, modification of existing maintenance ramp, removal and replacement of a portion of Garden Highway pavement, installation of vacuum system and conduit, and installation of underground conduit.

Pritchard Pumping Plant is an irrigation pumping plant located on the Sacramento River north of Interstate 5 and west of Highway 99 along the Garden Highway Levee at River Mile 75.0/Levee Mile 5.82 (Natomas Reach C). The plant conveys water from the Sacramento River into the NCMWC’s Elkhorn Irrigation Canal. The work at this site is anticipated to include levee excavation, removal of existing piping and appurtenances, levee embankment backfill and compaction, installation of new piping, installation of vacuum system and conduit, and replacement of fiber optic line conduit.

The Government estimates that construction of the requirement can be completed within one-thousand-ninety-five (1095) calendar days from Contractor receipt of Notice to Proceed, with construction occurring sequentially over three (3) years at a rate of one (1) plant per construction season.

This project will require Cybersecurity Maturity Model Certification (CMMC) Level 1 Self Certification.

The Government estimates the target price range of the project to be between $10,000,000.00 and $13,000,000.00.

The Government intends to solicit the requirement as an Invitation for Bids (IFB) that will result in award of a firm-fixed price contract.

The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 237110, Water and Sewer Line and Related Structures Construction. The small business size standard for this NAICS, as established by the United States Small Business Administration (SBA), is $45,000,000.00 annual revenue. The Product Service Code (PSC) is anticipated to be Z2NE, Repair or Alteration of Water Supply Facilities.

The solicitation is anticipated to be issued unrestricted, i.e., with full and open competition, through the Procurement Integrated Enterprise Environment (PIEE - https://piee.eb.mil) and Governmentwide Point of Entry, the System for Award Management (SAM - www.SAM.gov) in August 2026 with bids tentatively due in September 2026.

Requirements for an approved Subcontracting plan from an "other than small" awardee will be included in the solicitation and subsequent award.

If the Government conducts a pre-bid conference and/or site visit, the date, time, location, and access requirements will be identified in any forthcoming solicitation.

Please DO NOT request an updated schedule if estimated dates are surpassed; the Government will release all information publicly through PIEE and SAM when updates are available. Requests for schedule updates may be ignored.

All prospective Offerors must be registered in the PIEE system at least one (1) week prior to the anticipated bid due date. Registration is not required to download any forthcoming solicitation documents, plans, and/or specifications, but IS required to submit a bid. Copies of the solicitation and attachments will be made available for inspection without charge after the solicitation is released, when accessed through PIEE. Failure to register in PIEE will prevent submission of bids as the Government will not accept them by any other means. All prospective Offerors must be registered in SAM before the anticipated solicitation closing date. Please see the SAM website for information about SAM registration requirements and approval timelines.

It is anticipated that any future solicitation and/or resulting contract will be subject to the E-Verify Employment Eligibility Verification Program (http://www.uscis.gov/e-verify) and sustainable acquisition requirements and/or high-performance sustainable building design and construction practices (https://www.epa.gov/greeningepa/guiding-principles-federal-leadership-high­performance-and-sustainable-buildings). Further, one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

USACE will not notify prospective Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.
