This Sources Sought Notice is being issued for market research purposes to determine the availability, capability, and interest of small business firms for a potential Government requirement. NO SOLICITATION IS AVAILABLE; requests for the solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources.


The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential requirement for Design-Bid-Build (DBB) construction services to conduct Copper Cove Wastewater Treatment Plant (CCWTP) Improvements in collaboration with the Calaveras County Water District (CCWD) in Calaveras County, California (CA).  


The project is anticipated to include installation of a new continuous backwash filtration system to replace an existing filter system; electrical improvements to include upgrading the existing PG&E service size to the main switchboard located in the Control Building, installing a new transformer, raceways, metering panel, new Motor Control Center (MCC), and associated wiring and components; interconnection with a pre-existing CCWD-installed suspended air floatation (SAF) filter pretreatment system; installation of a new continuous backwash filter system to include excavation, shoring, and backfill for a partially buried cast-in-place concrete tank with three (3) equipped filter cells (modules), air control panel, grating and handrailing over the filter cells and feed channel; inlet and outlet piping, valves, and connection to existing ultraviolet (UV) inlet piping; and power and control tie-ins. The project is also anticipated to include construction of a new masonry compressor building on a concrete slab foundation, housing a duplex air compressor with space for an additional unit, along with appurtenant equipment on the compressed air piping including a refrigerated air dryer, oil-water separator, and air filter; a new wet well and submersible pump station to include a new buried precast wet well with an adjacent valve vault housing a duplex submersible pump station, valves and appurtenances, piping, and power control conduits constructed adjacent to the new SAF to convey filter backwash waste flow to the SAF. Finally, the project is anticipated to include demolition and disposal of the existing adsorption clarifier and mixed media filter equipment, dewatering of sludge handling facility solids in three (3) containerized, polymer-assisted gravity sludge dewatering systems that will be positioned on a concrete pad with containment walls and drainage systems to capture drained water and return it to Pond 6 through three (3) quick coupler hose connection points (one (1) per bin), and all associated yard pipe modifications to connect the new components to the existing WWTP, generally buried in suitable native or engineered backfill at depths of approximately three (3) to ten (10) feet of cover.


The potential requirement may result in a firm-fixed-price construction solicitation issued approximately December 2026. If solicited, the Government intends to award the anticipated requirement by approximately March 2027.


The Government estimates that construction of the anticipated requirement can be completed within three-hundred-sixty-five (365) calendar days from Contractor receipt of the Notice to Proceed. Work may also be impacted by bird nesting season, which runs from 1 February through 31 August. If market conditions indicate the estimated period of performance may be unrealistic, Respondents are encouraged to provide specific information (such as known equipment lead times or other timeline concerns) for Government consideration when responding to this Sources Sought Notice.


The Government currently estimates the target price range for the anticipated project may be between $5,000,000.00 and $10,000,000.00.


The North American Industrial Classification System (NAICS) code identified for the anticipated requirement is 237110, Water and Sewer Line and Related Structures Construction. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,500,000.00 annual revenue. The Product or Service Code (PSC) for the anticipated requirement is Y1PD, Construction of Waste Treatment and Storage Facilities.  


If there is a reasonable expectation that two (2) or more responsible small business concerns under the NAICS can provide the anticipated services, the Contracting Officer is required to set the acquisition aside for small business concerns. If competition is set-aside for competition limited to small businesses, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting (Deviation), requires that construction small business Contractors self-perform at least twenty-five percent (25%) of the cost of the contract, excluding the cost of materials. If no set aside is made, the requirement is competed with full and open competition, and the awarded Contractor is not a small business, the Contractor may be required to self-perform a percentage of work if required in the solicitation.


Contractors with the skill, capabilities, workload capacity, and ability to obtain bonding to complete the project described above (either through self-performance and/or Subcontractor management) are invited to provide capability statements to the primary point of contact listed below. Other than small businesses are also encouraged to submit Capability Statements.


CAPABILITY STATEMENT:


Responses must be limited to ten (10) 8.5 x 11 inch pages with a minimum font size of point 10.


Please provide the following information:


1) Company name, System for Award Management (SAM) Unique Entity Identification (UEID) number or Employer Identification Number (EIN), address, point of contact name, contact phone number, contact e-mail address, and statement identifying whether the company employs union or non-union workers.


2) Experience and capability to complete contracts of similar magnitude and complexity to the potential requirement, including at least three (3) examples of comparable work performed within the past six (6) years. Each example should include a brief description of the project, description of the work performed (identification of self-performance and/or Subcontractor management), customer name, customer satisfaction, timeliness of performance, dollar value of the project, and whether there were any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management / organizational issues, etc.).


3) Business size and socioeconomic type for the applicable NAICS (ex: Woman-Owned Small Business, Serviced-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), certified Historically Underutilized Business Zone (HUBZone), 8(a) Participant, small business, or other than small business (large business)).


4) Bonding capability (in the form of a Surety letter).

Responses will not be considered an offer, proposal, or bid for any solicitation that may result from this Notice. Moreover, responses will not restrict the Government to an acquisition approach.
