AI Contract Overview
The United States Army Corps of Engineers Sacramento District is preparing to issue a Blanket Purchase Agreement for Quality Assurance laboratory and field testing services across its five-regional area of responsibility, which includes Utah, Nevada, Northern California, the California Bay Area & Stockton-Modesto, and the Central Coast & Southern Valley Region. This procurement is structured as a five-year, firm-fixed-price, performance-based agreement under NAICS Code 541380, with a small business size standard of $19 million in average annual receipts, and is set aside entirely for small business concerns under FAR 19.5, as mandated by Revolutionary FAR Overhaul Part 6.102-2. Contractors must provide all necessary personnel, equipment, materials, transportation, and supervision to perform testing on soil/aggregate, cutoff wall material, riprap, concrete, asphalt, masonry, rock bolt, and structural steel, as specified in individual orders and the Performance Work Statement. Each interested offeror must select which region or regions they intend to serve, and subcontracting is permitted for tests that cannot be self-performed. A critical eligibility requirement is active validation by the USACE Material Testing Center in compliance with Engineer Regulations 1110-1-261 and 1110-1-8100; no orders will be issued to contractors lacking this validation. All offers must be submitted electronically through SAM.gov, and offerors must be fully registered in the System for Award Management prior to the anticipated proposal deadline in mid-August 2026. The solicitation is expected to be posted in mid-July 2026, and prospective offerors are solely responsible for monitoring SAM.gov for updates, amendments, or the official release, as the government will not provide advance copies or respond to schedule inquiries. Pricing must include 100 percent cost coverage for all tests within each selected region, and while the contract type is firm-fixed-price, the basis for award—whether lowest price technically acceptable or trade-off—is not specified. Deliveries and services will occur at project sites throughout the Sacramento District’s geographic scope, with final acceptance managed through the contracting office in Sacramento, California. Offerors must affirm their small business status in SAM, hold a valid Unique Entity ID, and comply with all required laboratory standards, but no additional socioeconomic certifications, security clearances, or key personnel requirements are indicated. No packaging, marking, or invoicing instructions are provided in the presolicitation notice, and all details
