The U.S. Army Research, Development and Engineering Command (RDECOM) Natick Contracting Division is preparing to negotiate and award a purchase order to Protonex Technology Corporation for the supply of the BPM602 BAO Power Manager and related equipment. This procurement supports the power management and data logging needs for the Future Warrior Tactical Interface (FWTI) soldier systems. Protonex is uniquely positioned as the sole manufacturer and retailer of the BPM602 BAO Power Manager, which is integral to the Air Force's Battlefield Air Operations Kit. Their exclusive capability to custom-tailor the system software to meet the Army's specific soldier system requirements makes them the only viable source for this acquisition. The power manager must be ruggedized to meet military durability standards under MIL-STD-810F to ensure reliable operation in field conditions. Conducted under the authority of FAR Part 13.5 Test Program for Certain Commercial Items, this contract highlights the necessity of using a sole-source provider due to proprietary software and hardware compatibility. The contract opportunity was announced with a deadline for inquiries by June 17, 2008, and direct communication regarding the acquisition is managed by Mr. Kevin Bassler at the Natick Soldier System Center, emphasizing streamlined coordination between the Government and Protonex for this critical soldier system component.
