Offerors must comply with strict restrictions on telecommunications equipment and services, explicitly prohibiting the provision of covered items as defined by FAR 52.204-24 and DFARS 252.204-7016. Domestic material sourcing requirements under the Berry Amendment, Buy American Act, and related clauses apply, with the Berry Amendment threshold reduced to $150,000; non-domestic materials require full disclosure. Small business joint ventures must submit specific representations for eligibility categories including small business, service-disabled veteran-owned, women-owned, economically disadvantaged women-owned, and HUBZone status. All vendors must register through DLA’s new Account Management & Provisioning System within two months to retain access to the Vendor Shipment Module, and those using VSM WebServices must update their internal schema by the specified date or lose shipping capabilities. Additive manufacturing is prohibited unless explicitly approved by the contracting officer; offers containing AM-produced items will be deemed non-responsive. Quantity ranges are strongly recommended due to fluctuating demand and frequent changes in purchase requests, enabling buyers to consolidate or adjust orders without administrative delays, though this does not apply to Auto IDC. Participation requires submission of a “No Bid” on DIBBS if quoting after the closing date to avoid assumptions of non-responsiveness. The procurement is for 23 units of BRACKET ASSEMBLY, FO with a 396-day delivery timeline under solicitation SPE4A7-26-T-582Y, and Fast Pay is not available for this contract.

General Info

Prohibit covered telecom gear, require domestic materials, ban additive manufacturing unless approved, mandate DLA system registration.

OF THE SOLICITATION, SELECT
‘OTHER EQUIVALENT' AND PROVIDE DETAILS OF CURRENT DEALER/DISTRIBUTOR
CERTIFICATION AND/OR ACCREDITATION.
Fast Pay does not apply to this solicitation
Due to the volatility of demands, and frequent quantity changes on open
purchase requests, offerors are highly encouraged to submit quantity
ranges when quoting. If a PR is evaluated manually, quoting ranges
provides the buyer the option to combine requirements or reduce the
quantity as needed without resoliciting or adding any additional
administrative burden for either party involved when making an award.
This does not apply to Auto IDC.
If you anticipate quoting on a solicitation after the closing date,
please submit a DIBBS quote with a bid type of “No Bid” and place an
anticipated quote date or the reason you are not willing to quote. This
does not prevent you from submitting an actual quote on DIBBS at a later
date. It will overlay your previous no quote. This informs buyers of
your intention to quote and prevents multiple calls for updates and
cancelling of requirements assumed to be non-procurable due to no
quotes/sources. The submission of an anticipated quote date does not
preclude DLA from making an award to another acceptable timely offer.
