This state-funded project is a cape seal in Kern County on U.S. Route 395 from post mile 26.88 near Athel Ave in lnyokern to post mile 36.82 near the Inyo County Line. The purpose of this project is to restore the pavement to a serviceable condition. The pavement within the project limits is experiencing distress and needs to be rehabilitated. The roadway (edge of travel way to edge of travel way) will receive a chip seal with gradation aggregate and a rubber modified binder, followed by a Type II slurry seal. A fog seal will be applied to the shoulders and may be applied over the slurry seal. Traffic stripe and pavement markings will be removed prior to the chip seal and replaced with paint. All staging areas and work will be performed within Caltrans right-of-way on existing pavement. No ground disturbance is anticipated.

203 Pavement
Solicitation # 09-38320
The 203 Pavement project, identified by solicitation number 09-38320 and project ID 0919000068, is a highway improvement and maintenance initiative led by the California Department of Transportation (Caltrans) District 9. The scope of work involves preserving pavement, stabilizing shoulders, restoring drainage facilities, and updating highway features on State Route 203 from post miles L0.0 to R8.7 in Mammoth Lakes, Mono County, California. Key deliverables include the replacement of guardrails, curb ramps to meet Americans with Disabilities Act standards, and a radar speed feedback sign. The project is estimated to take 140 working days to complete, with a potential start date in 2029. Environmental reviews conducted under the California Environmental Quality Act (CEQA) resulted in a Negative Declaration, concluding that the project will not have a significant environmental effect. The project is categorically excluded from National Environmental Policy Act (NEPA) requirements and includes de minimis findings for Section 4(f) resources. Special safety considerations have been noted by CalGEM regarding the management of abandoned oil, gas, or geothermal wells within the project area to prevent the trapping of hazardous gases by impermeable barriers. Administrative oversight is provided by Rebeka Riesen and Wendy Campbell, with the project adhering to Title VI of the Civil Rights Act of 1964 to ensure non-discrimination.
