The purpose of this project is to restore and extend the service life of the pavement and improve ride quality for the traveling public on U.S. Route 395 in Kern County near Johannesburg from 1.9 miles north of Garlock Rd to 0.1 miles south of South China Lake Blvd. The pavement within the project limits needs to be rehabilitated to extend its service life and reduce maintenance costs. The project proposes adding a 0.14' hot mix asphalt overlay, placing 3' wide shoulder backing, and installing centerline and edge line rumble strip. Methyl methacrylate paint traffic striping, pavement markings, and recessed pavement markers will also be placed over the hot mix asphalt overlay. Existing signs will need to be removed or relocated in several locations. All work and contractor staging areas will be confined to Caltrans right-of-way.

203 Pavement
Solicitation # 09-38320
The 203 Pavement project, identified by solicitation number 09-38320 and project ID 0919000068, is a highway improvement and maintenance initiative led by the California Department of Transportation (Caltrans) District 9. The scope of work involves preserving pavement, stabilizing shoulders, restoring drainage facilities, and updating highway features on State Route 203 from post miles L0.0 to R8.7 in Mammoth Lakes, Mono County, California. Key deliverables include the replacement of guardrails, curb ramps to meet Americans with Disabilities Act standards, and a radar speed feedback sign. The project is estimated to take 140 working days to complete, with a potential start date in 2029. Environmental reviews conducted under the California Environmental Quality Act (CEQA) resulted in a Negative Declaration, concluding that the project will not have a significant environmental effect. The project is categorically excluded from National Environmental Policy Act (NEPA) requirements and includes de minimis findings for Section 4(f) resources. Special safety considerations have been noted by CalGEM regarding the management of abandoned oil, gas, or geothermal wells within the project area to prevent the trapping of hazardous gases by impermeable barriers. Administrative oversight is provided by Rebeka Riesen and Wendy Campbell, with the project adhering to Title VI of the Civil Rights Act of 1964 to ensure non-discrimination.
