The solicitation N0040626Q0125, issued as a combined synopsis/solicitation under FAR Part 12, sought commercial-grade brand name OEM Enersys POWER SAFE DDmP 85-27 replacement batteries with connector kits for the USS MOUNT WHITNEY (LCC-20), with a required delivery of 480 units no later than September 30, 2026, to the MSC Warehouse in Norfolk, VA. The acquisition was structured as a firm-fixed-price purchase order with FOB Destination terms, requiring offerors to include shipping costs in their quotes and to be registered in SAM.gov, providing their UEI and CAGE code. It was designated as a total small business set-aside under NAICS code 335910 with a size standard of 1,250 employees, and only small business concerns were eligible to respond. Offers were evaluated on best value, considering technical acceptability, delivery, past performance, and price without assigned weights, allowing for trade-offs beyond low price. Detailed packaging and labeling requirements mandated compliance with MIL-STD-130, MIL-STD-129R, ISPM-15, and ASTM D3951, including unique item identification with Data Matrix barcodes and machine-readable labeling. The quote submission required the official company name, point of contact, CAGE code, an authorized distributor letter from Enersys, a completed FAR 52.212-3 Alt I form if not already in SAM.gov, an unpriced capabilities statement, and compliance with all clauses incorporated by reference, including cybersecurity requirements under NIST SP 800-171, anti-trafficking provisions, subcontracting restrictions, and prohibitions on certain foreign entities. Questions were to be submitted to Brian Schuyler no later than two days prior to the original closing date of May 4, 2026. An amendment issued on May 7 extended the due date to May 11, 2026, and provided responses to offeror inquiries, but a subsequent amendment on May 14, 2026, officially canceled the solicitation, terminating all further consideration of proposals.
