This combined synopsis/solicitation for commercial items prepared in accordance with the format at RFO 12.202, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The solicitation number W912HZ26QA054 is being issued as a request for quotation (RFQ).


The associated North American Industry Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing, which has a small business standard size of 1,000 employees.  This requirement is a Total Small Business Set-Aside in accordance with RFO 19.104.


The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), in coordination with the USACE Reach-back Operations Center (UROC), seeks to procure nine (9) Brand Name Sci-Aps X-555 handheld X-ray fluorescence (XRF) analyzers for geochemical analysis. These analyzers are needed by expeditionary teams for rapid, on-site environmental assessments and baseline surveys in remote areas, reducing the time and costs associated with sample transport and off-site laboratory analysis.


The Sci-Aps X-555 Geo-Chem Analyzer is required with the following specifications:


  • The contractor shall provide nine (9) Sci-Aps X-555 Geo-Chem Analyzers.
  • Each analyzer shall be configured to analyze the following elements:
    • Light Rare Earth Elements (REEs): La, Ce, Pr, Nd, and Sm.
    • Heavy REEs: Eu and Gd.
    • Heavy REE Pathfinder: Y.
    • Other Elements: Mg, Al, Si, P, S, K, Ca, Ti, V, Cr, Mn, Fe, Co, Ni, Cu, Zn, As, Se, Rb, Sr, Zr, Nb, Mo, Ta, W, Hg, Pb, Bi, Ag, Cd, Sn, Sb, Cs, and Ba.
  • Each system shall include:
    • Two (2) Li-ion batteries.
    • One (1) battery charger.
    • One (1) ruggedized carrying case.
    • Spare Prolene windows.
    • One (1) operations manual.
    • A minimum one-year manufacturer’s warranty.

The following factors shall be used to evaluate offers:


(1) Technical


The Government will evaluate the Offeror's technical capability to perform the requirements of the Description of Requirement (DOR). Technical evaluation will include:


  • The Offeror shall provide the BRAND NAME Sci-Aps X-555 Geo-Chem Analyzer meeting all requirements identified in the Description of Requirement (DOR).
  • Lead Time: The Offeror shall provide a proposed delivery lead time. To be technically acceptable, the Offeror's proposed delivery shall be no later than 45 calendar days after receipt of order (ARO). An offer proposing delivery later than 45 calendar days ARO will be considered technically unacceptable.

(2) Price


  • Total quoted price to fulfill the Government's requirement in its entirety to include all shipping costs.

Please reference the attached RFQ W912HZ26QA054 for instructions and applicable provisions and clauses.  The following factors shall be used to evaluate offers; (1) Technical capability to fulfill the Government’s requirements in its entirety – BRAND NAME Sci-Apls X-555 Geo Chem Analyzer / Lead Time, and (2) Total price to fulfill the Government’s requirement in its entirety.


Award will be made to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA) offer meeting all requirements of in the Description of Requirement (DOR).
