1. General Information
This is a 100% Total Small Business set-aside combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR 12.603 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
The Indian Health Service (IHS), Great Plains Area Office, intends to award a single Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract utilizing a Cost-Per-Reportable-Result (CPRR) pricing model for hematology analyzers and related supplies and services.
The anticipated contract consists of one (1) base year and four (4) one-year option periods.
The estimated contract ceiling is less than $2M and minimum guarantee is $1,000.00.
2. Description
The Contractor shall furnish all labor, equipment, reagents, consumables, installation, validation, training, maintenance, warranty, software, interface support, and related services necessary to provide hematology analyzers for Great Plains Area Indian Health Service facilities located throughout South Dakota and North Dakota.

3. Scope of Work
The Contractor shall provide, at a minimum:

- Repair services
- Software updates

4. Salient Characteristics

5. Contract Type
Firm-Fixed-Price IDIQ, pricing shall be based upon a firm-fixed CPRR model.

No additional charges will be permitted.
6. Period of Performance
One (1) Base Year plus four (4) one-year option periods.
7. Delivery Requirements
The Contractor shall:

- Complete installation within ten (10) calendar days.
- Complete validation within thirty (30) days.
- Conduct onsite user training during installation.
- Provide documentation and warranty information with installation.

INTENT TO AWARD WITHOUT DISCUSSIONS
The Government intends to evaluate proposals and award a contract without discussion with Offerors. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
