The attached Request for Quotation (RFQ) solicitation number is N63394-14-T-0027. This solicitation document incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080722. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/ or http://acquisition.gov and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS. The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, for the following item. Break wire (flex circuit) with ENIG, P/N: 8407282 REV .04 F4464, QTY 1,250 each The Government reserves the right to award on an all or nothing, or partial basis. The contract type will be a Firm, Fixed Price. The NAICS code is: 334419 and the size standard: 500 Employees. This combined synopsis/solicitation is a "SOLE SOURCE" requirement to: Tech Etch, Inc., as the only source that can provide this Break wire. There are no patent or copyright data for these items as they are manufactured to a NAVSEA drawing. In order to qualify a new source, the break wire circuit would be subjected to First Article Tests, Physical Configuration Audits (PCA), shock and vibration testing, etc., to verify the manufacturer fully understands and complies with the Technical Data Package (TDP) and is producing a product that meets performance requirements. Other nonrecurring efforts include the cost of Technical Direction Agent support to monitor/oversee the production line and provide TDP/specification subject matter expertise. To perform this task, the government would incur an estimated $1M in additional costs. In additional, requalifying another source would take approximately 9 months - 1 year to complete. Any firms believing that they can provide the material may submit a written response to be received at the Contracting office no later than 15 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the material without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency. Respond to Pamela Stiles, Purchasing Agent, and Irene Becerra, Contracting Officer, by Email to: contact@example.gov and Irene contact@example.gov (Preferred Method) OR by mail to: Commander, Code 022, NSWC PHD, Building 1215 Acquisition Dept., 4363 Missile Way, Pt.
