The Department of the Army Office of Small Business Programs is soliciting eligible Mentor Firms for the Fiscal Year 2025-26 Mentor-Protégé Program through a two-step Broad Agency Announcement. The program aims to expand the small business industrial base by providing Protégé Firms with developmental assistance to enhance their capabilities as subcontractors and suppliers for the Department of Defense. This initiative focuses on technology transfer in critical areas such as Artificial Intelligence, autonomy, cyber, advanced manufacturing, and electronic warfare. Approved agreements may be structured as reimbursable, credit, or hybrid arrangements with a total period of performance of three years, consisting of a twelve-month base year and two optional twelve-month extension years. The application process begins with the submission of a white paper, which must be limited to 15 pages and include a rough order of magnitude cost estimate. To avoid disqualification, submissions must meet several pass/fail criteria: they must include an affirmation memorandum signed at the GS15/COL level, provide at least 5% of the total contract value in assistance to authorized subcontractors such as HBCUs, MSIs, or APEX Accelerators, and ensure that engineering and technical assistance constitutes at least 50% of the total proposed effort. White papers exceeding 600,000 dollars per year require additional justification regarding return on investment. Mentor Firms whose white papers align with the program's goals will be invited to submit full technical and cost proposals via the Army Contracting Command Aberdeen Proving Ground.
