The United States Special Operations Command (USSOCOM), managed by the U.S. Army Medical Research Acquisition Activity (USAMRAA), is soliciting extramural research and development ideas through Broad Agency Announcement HT9425-23-S-SOC1. This initiative focuses on basic and applied research to advance scientific knowledge and the state-of-the-art in biomedical and human performance research, specifically targeting innovative medical techniques and materiel for Special Operations Forces in challenging or austere environments. The program is designed to benefit both military and civilian medical practices and is continuously open for a five-year period from August 1, 2023, through July 31, 2028. The application process follows a two-tier submission requirement. Interested parties must first submit a pre-proposal via the electronic Biomedical Research Application Portal (eBRAP). If the government determines the project is of interest, the Principal Investigator will be invited to submit a full proposal through Grants.gov. Evaluation is based on a two-step review process consisting of a scientific peer review for technical merit and a programmatic review assessing SOF relevance, portfolio balance, and programmatic priorities. Awards are determined using a trade-off basis where technical merit and agency importance generally outweigh cost. Individual project funding is typically anticipated to be at or below 1.5 million dollars for the base period, with a maximum allowable cost of 5 million dollars including options and extensions. All offerors must maintain active registration in the System for Award Management (SAM) and possess a Unique Entity Identifier (UEI). Special requirements include strict adherence to human subject and animal research regulatory approvals, the submission of detailed risk management plans, and the disclosure of any potential conflicts of interest. Performance is expected to occur across various domains, including sea, ground, air, and suborbital environments, to ensure operational impact in expeditionary settings.

Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.
