AI Contract Overview
The Naval Sea Systems Command (NAVSEA) has issued Broad Agency Announcement N00024-24-R-2120 to solicit research and technology improvements for future submarine platforms. The scope focuses on three primary areas: operational analysis for undersea warfare, SSN/SSGN survivability (S3P), and Hull, Mechanical and Electrical (HM&E) materials, design concepts, and technologies. This BAA remains open for a three-year period, allowing for the submission of unclassified white papers at any time. Selected offerors will be invited to submit detailed technical and cost proposals in a second phase, with awards based on a trade-off process considering technical merit, offeror experience, past performance, cost feasibility, and data rights assertions. Submissions must be formatted as digital files compatible with Microsoft Office or Adobe Acrobat, with white papers limited to seven pages. Required documentation includes a cover page with the CAGE code and SAM UEI number, a draft Statement of Work with milestones, and resumes for key personnel. High-level security requirements are mandatory, as key personnel must hold Top Secret clearance with SCI access, and offerors must possess an appropriate facility clearance. Notably, certain contractor support organizations, such as JHU/APL and MIT/LL, are prohibited from submitting proposals to avoid organizational conflicts of interest. Performance is centered at the Washington Navy Yard in Washington, DC.
