Naval Air Systems Command's Conventional Strike Weapons Program Office plans to award a sole source Firm Fixed Price contract to Raytheon Technical Services Company (RTSC) for converting BRU-42/A Bomb Racks to BRU-59/A Bomb Racks. This acquisition is justified under statutory authority for sole source procurement since RTSC possesses unique expertise and knowledge, gained through decades of modifying the BRU-42/A, that no other supplier can match. The contract will not be competed, and the government reserves full discretion over the decision not to compete. RTSC is identified as the only responsible source capable of fulfilling the requirements, and subcontracting opportunities may be available through them. Interested parties are invited to express their capabilities by submitting relevant experience and company information, including expertise in bomb rack manufacturing, design and system engineering, testing, integration, and company profile details. Such capability statements should be concise and demonstrate the ability to meet the project’s rigorous technical needs. Registration in the DoD Central Contractor Registration is required for award eligibility. The contracting officers handling inquiries and submissions are based at Naval Air Systems Command in Patuxent River, MD, with designated contacts provided for communication. The overall scope focuses on ensuring the reliable conversion and delivery of the upgraded bomb racks to meet defense operational requirements.
