USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside acquisition is a commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract utilizing a combination of Firm-Fixed-Price and Fixed Price with Economic Price Adjustment CLINs. The scope includes the design, production, testing, and delivery of up to 410 boats and associated purpose-built trailers, along with logistics support, technical documentation, and crew familiarization. The anticipated ordering period is ten years, consisting of a two-year base period and an eight-year option period. The procurement employs a two-phase competitive down-select process. In Phase I, the government will evaluate written proposals based on mission effectiveness, production and management, and price to select up to four IDIQ contractors. Each selected offeror will receive an initial delivery order to build one demonstrator boat and trailer. In Phase II, these contractors will participate in a 90-day in-water demonstration to evaluate performance. Following this independent evaluation, one contractor will be selected to receive all subsequent production delivery orders. Phase I proposals are due by 1400 Eastern Time on November 13, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

CONNECTOR,THRU-HULL
Solicitation # N0010426QFF51
Solicitation N00104-26-Q-FF51, issued by NAVSUP Weapon Systems Support Mechanicsburg, is for the procurement of a Thru-Hull Connector (NSN 2040-01-408-2691). This item is designated as Level I Special Emphasis material because it is used in crucial shipboard systems where failure could result in catastrophic loss of life or vessel. Due to this criticality, the contract mandates rigorous quality controls, including First Article Testing, quantitative chemical and mechanical analysis of materials, and non-destructive testing such as dye penetrant and ultrasonic inspections. The material must conform to specification CPG 1025 and utilize QQ-N-286 annealed and age-hardened material. The government intends to make a single award based on the most advantageous offer, with past performance weighted more heavily than price. Key administrative requirements include the use of Wide Area Workflow (WAWF) for invoicing and certification data submission, and adherence to FOB Destination terms. Delivery of material is required within 365 days of the contract effective date, with certification data due 20 days prior to delivery. The contract also stipulates strict configuration control, requiring Engineering Change Proposals for any modifications to form, fit, or function, and prohibits the use of molybdenum disulfide thread lubricants. Packaging must comply with MIL-STD-2073-1 and MIL-STD-129.

The CDSP requires that the 25 ft. Guardian Boat be identical to those currently in the fleet, thus maintaining the established configuration. The Naval Special Warfare (NSW) Forces are required to conduct high-speed patrol, assault missions in rivers, harbors, and protected coastal areas within all maritime theaters and at all levels of conflict. NSW Forces require a craft capable of performing in such hostile environments and conditions. The Brunswick 25 ft. Guardian Boat remains the only known boat that meets NSW's minimum requirements. The primary requirement is for a craft forming a single boat unit that is both unsinkable and inseparable. Brunswick has manufactured a boat with the outer hull and inner hull bonded together especially for this purpose. This notice of intent is not a request for competitive proposals, however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.

Solicitation # N6833527R1000
Solicitation N6833527R1000 is a total small business set-aside for comprehensive mechanical and electrical engineering and technical services to support the Support Equipment Department at the Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The scope of work includes the design, development, acquisition, evaluation, sustainment, and logistics of support equipment and aircraft launch and recovery equipment across organizational, intermediate, and depot-level maintenance environments. Technical activities involve utilizing industry-standard design tools such as AutoCAD and LABVIEW, performing avionics fault detection, managing data in platforms like AUTOSERD and SERMIS, and participating in critical design and system engineering reviews. The contract is structured with a five-year period of performance, consisting of one base year and four option years, with a maximum duration of five years and six months. The government will award one task order based on a best-value tradeoff analysis, where technical and past performance factors are significantly more important than cost. Technical evaluation focuses on the understanding of the work and key personnel resumes, the latter of which is a pass/fail requirement that can render a proposal unawardable. A material condition for award is the possession of CMMC Level 2 self-certification. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to strict cybersecurity standards, including NIST SP 800-171. Proposals must be submitted electronically via the PIEE portal by December 3, 2026, following specific volume and page limit constraints.
