The contract specifies the procurement of 3,000 electrical contact brushes with the NSN 5977-01-305-7785, manufactured by MIRAJ CORP under part number M-ESB011-12, and requires strict adherence to National Grade SA-45 brush grade without substitution. Delivery is due within 92 days after award, with firm fixed pricing and no tolerance for quantity variance. All items must meet the technical and quality standards referenced in the DLA Master List of Technical and Quality Requirements, with sampling governed by MIL-STD-1916 or ASQ H1331, Table 1, or an equivalent zero-based plan; critical, major, and minor attributes are assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Zero non-conformances are required in sample lots unless otherwise stated. Mercury and mercury compounds are strictly prohibited in the product, packaging, preservation, and marking, except for functional uses in specific items like batteries, fluorescent lamps, sensors, or chemical reagents specified by NAVSEA, with any permitted mercury-containing devices requiring shockproof construction and secondary containment. Packaging must comply with MIL-STD-2073-1E, Method 41, and marking must follow MIL-STD-129 with no special markings required. Palletization and packaging must conform to DLA’s RP001 requirements. The contract designates the item as a critical application, and all documentation and submissions must support source approval with complete technical data alignment, even if the solicitation data is incomplete. Inspection and acceptance occur at destination under FOB origin terms, and transportation logistics are governed by DLAD procedural notes C19 and C20.
