The Government intends to make a single award covering all line items. Quoters are strongly encouraged to quote the complete requirement. A quotation covering all line items will be evaluated more favorably than one covering only part. The Government reserves the right to make multiple awards if no quotation covers the complete requirement, or if multiple awards represent the best value. Quoters may subcontract or team to furnish items they do not supply directly.

BRAND-NAME DETERMINATION (FAR 12.102(a))


The Starlink and Iridium items in this requirement - terminal, service plan, handset, SIM activation, and airtime - specify brand-name items. Satellite networks are closed proprietary systems: terminals and handsets operate on one constellation only and cannot be substituted across networks, and airtime is sold only for the constellation it runs on. No "equal" product exists for these items.


Starlink is required for low-latency broadband over the SpaceX LEO constellation. Iridium is required for voice, selected for pole-to-pole coverage and for its independence from Starlink - which is the basis of the redundancy described above.


This restricts the manufacturer and network only. It does not restrict the source of supply. Quotations are solicited from all authorized resellers, distributors, and integrators. All other items are described by salient characteristics or "brand name or equal" and are unrestricted.


Prices shall be in U.S. dollars, DDP Brasília, inclusive of freight, insurance, duties, and all indirect costs. No separate G&A or handling line will be accepted.
