1. The Department of State (DOS) intends to use other than full and open competition to perform extensive inspections, repairs, and modifications to include the Programmed Depot Maintenance (PDM) of the Department of State configuration Basler DC3-TP67 multiple mission aircraft in order to support INL/A's aviation support services program for the next five years. PDM includes battle / airframe damage analysis and repair, modification and airframe / aircraft overhaul. 2. An IDIQ contract for up to 5 aircraft (2 PDM and 3 Battle / Airframe Damage Repair) and technical services will result from this action. The IDIQ contract will have a minimum ordering amount of one unit and maximums as outlined above over a five year period of performance. Additional aircraft could be added as DOS acquires additional aircraft. 3. The DOS DC3-TP67 configuration defined in a series of Basler Turbo Conversions, LLC drawings is a significantly modified commercial DC3-TP67 with a Federal Aviation Administration (FAA) supplemental type certificate (STC) that enables INL/A to operate the aircraft anywhere in the world to include austere combat environments.
