Mission Enabling Services Contract (MESC) IIThe Mission Enabling Services Contract II (MESC II) is a three-part contracting vehicle designed to support the Johnson Space Center’s Flight Operations Directorate and its affiliated organizations with specialized mission-enabling applications and services. It includes two single-award baselines—NAMIS Services and Spaceflight Enabling Services—that address known, ongoing government requirements independent of any task orders. These baselines ensure continuous support for critical flight-related functions. Alongside the baselines, the contract features a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) component that accommodates new and evolving tasks not already covered by the baselines, allowing for flexible acquisition of innovative or unforeseen mission support capabilities across a broad scope of work. MESC II enables the development, sustainment, and maintenance of highly specialized systems and services essential to NASA’s flight operations, serving not only internal JSC needs but also external partners including other NASA centers, international space agencies, other government entities, and commercial collaborators. The contract is managed under NAICS code 541512 and is forecasted for release on July 1, 2027, with primary performance occurring in Houston, Texas. Point of contact for program inquiries is Erin E. Moeller, and the Small Business Specialist is Tumarrow Romain, ensuring accessibility for small business engagement. The contract does not specify a set-aside type and is issued under the National Aeronautics and Space Administration.

The City of Norfolk’s Department of Budget and Strategic Planning is soliciting proposals for a comprehensive, cloud-based budgeting software solution designed to streamline and automate the City's budget lifecycle. This software must integrate multiple budget components—including long-term forecasting, capital improvement plans, operating budget formulation, performance measurement, and reporting—into a user-friendly SaaS platform accessible via web-browser by up to 250 concurrent users. The system is expected to replace the current fragmented toolset, automate manual processes such as retirement cost and pay increase projections, and provide public-facing budget transparency features such as downloadable budget books. Key deliverables include the successful migration of over 20 years of legacy data with 99.9% accuracy, development and execution of a detailed implementation plan and training program, ongoing technical support, a service level agreement guaranteeing 99.5% system uptime (excluding maintenance), and compliance with specified IT standards and data interoperability requirements. Evaluation of proposals will be based on a best-value trade-off approach, weighing system capabilities most heavily, followed by offeror experience, approach, project implementation strategy, project team qualifications, ongoing maintenance and support, and pricing. The contract requires dedicated key personnel including a Project Manager and Training Manager with strict continuity provisions and requires the submission of detailed resumes. Security and compliance provisions mandate continuous cybersecurity monitoring and reporting, a robust disaster recovery plan, and secure data destruction protocols upon contract conclusion. The City enforces strict ethical standards, anti-collusion clauses, and compliance with federal immigration and debarment laws. Acceptance of the software depends on successful, uninterrupted performance over a 60-day operational period post-launch, including completion of all training and deliverables. The contract term anticipates initial system implementation followed by five years of maintenance with an optional five-year extension. All proposals must be submitted electronically by January 5, 2026, through the City’s procurement portal, and must include detailed technical, management, and pricing information structured according to the solicitation guidelines.
