Building 100 HVAC Repairs

The contract pertains to corrective maintenance and restoration of two rooftop Air Handling Units (AHUs) at Building 100 located on Yerba Buena Island in San Francisco, California, under the jurisdiction of the U.S. Coast Guard and the Department of Homeland Security. The scope requires full labor, materials, equipment, and supervision to restore both units to full operational status in strict compliance with manufacturer specifications for Trane Intellipak units and all applicable federal and local safety codes, including OSHA, EPA, California Title 8, and EM 385-1, with the most restrictive standard governing where conflicts arise. For AHU#1, specific tasks include recovering and replacing R-410A refrigerant, replacing a seized 13.4-ton compressor, swapping out contactors, circuit breakers, auxiliary switches, installing crankcase heaters and a liquid line filter drier, and chemically cleaning the condenser coil. AHU#2 requires a diagnostic inspection to identify the root cause of an “Interlock Error Code,” with all subsequent repairs contingent on prior written approval from the Contracting Officer’s Representative (COR). All work must begin with a full Lock-Out/Tag-Out procedure, and final acceptance is contingent on successful operational testing verified by the COR. All materials must be new and meet or exceed OEM specifications. The contract imposes stringent administrative, safety, and access requirements. Contractors must maintain current registration in the System for Award Management (SAM), with failure to do so resulting in disqualification. Prior to any work, an Accident Prevention Plan and a certificate of insurance listing the U.S. Coast Guard as an additional insured must be submitted. All personnel must present valid photo ID upon entry, be escorted at all times in restricted areas, and foreign nationals are strictly prohibited from accessing controlled spaces without explicit Command Security Officer approval. Daily verbal progress reports must be delivered to the Engineer Officer before leaving the site, and a personnel roster must be submitted by 1500 hours the day before work begins. Contractor deliveries require 24-hour advance notice to the COR, including company details and contact information, and hoisting operations must be coordinated directly with the COR. The project must be completed within three calendar days after start date, with all component installations finalized within ten calendar days of contract award. Smoking is prohibited within federal buildings and within 50 feet of entrances or flammables. Portable GFCIs are mandatory for extension cord use, and safety barriers must be in place where work presents a hazard.
