Building B Replacement Project

The Long Beach Community College District is seeking pre-qualified design-build entities for the Building B Replacement Project at the Long Beach City College Liberal Arts Campus. This project involves the demolition of an existing building, hazardous materials abatement, site and utility upgrades, and the construction of a new 43,100 GSF academic facility. The project is targeted for LEED Gold certification and must comply with the standards of the Division of the State Architect and the California Community College Chancellors Office. The total estimated cost for design, engineering, demolition, hazardous material removal, and construction supervision is 56 million dollars. The procurement process is a two-phase design-build competition. Phase one focuses on pre-qualifying a shortlist of applicants based on their qualifications and submittals. Phase two will determine the final award based on a best value determination, considering both cost and non-cost factors such as experience. Interested entities must submit their Statement of Qualifications and pre-qualification application by October 12, 2026. Selected contractors must adhere to the Community and Student Workforce Project Agreement, which includes compliance with California Labor Code prevailing wage rates and a 5 percent utilization goal for local small and minority/women-owned businesses. Key requirements for applicants include maintaining liability insurance of at least 5 million dollars per occurrence and 10 million dollars aggregate from a California admitted company. The project also mandates strict adherence to safety regulations and the District's Respectful Workplace Program regarding anti-discrimination laws.
