Building of the Snowflake Kingdom

The Department of Canadian Heritage is seeking offers for the construction of the Snowflake Kingdom, a large-scale immersive snow playground located at Jacques-Cartier Park in Gatineau, Quebec. The contract period runs from the date of award to April 30, 2027, with an irrevocable option to extend for one additional year. The scope of work involves five main phases: artificial snow production (handled by others), terrain shaping, main mountain slide construction, site maintenance, and final dismantling and demolition. The contractor is responsible for providing all necessary heavy machinery, including snow groomers equivalent to a BR 350 with a minimum track width of 4 metres, as well as all tools, scaffolding, and formwork management. Selection is based on the lowest evaluated price among compliant offers that meet all mandatory technical criteria. To be compliant, offerors must demonstrate they possess the required machinery by completing the unit price table and prove experience by submitting two major projects completed within the last five years involving the shaping of at least 30,000 cubic metres of snow within a one to two week period. This solicitation is limited to Canadian suppliers under the Policy on Reciprocal Procurement. Complete offers, including the Integrity Declaration, Offer Submission Form, Offeror Declaration Form, and Certificate of Insurance, must be submitted via email by October 13, 2026.
