BULK LIQUID CO2 DELIVERIES

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being published as a total Small Business Set-Aside. For a company to qualify as a small business, the small business standard is 500 employees or less. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. AG-518P-P-11-A055 is being issued as a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53 dated July 5, 2011. The NAICS code applicable to this acquisition is 424690. The USDA, ARS, MWA, Global Warming and Photosynthesis Research Unit - Urbana, IL Location has a requirement/need for a contractor to provide all labor, equipment, material, supervision, and transportation required to provide and deliver liquid C02 gas for refilling tanks in increments as described in the following Statement of Work and Minimum Requirements Specifications: Statement of Work: We need liquid CO2 delivered to the SoyFACE experiment, located at 1114 County Road, 1200 East, Champaign, IL 61822, on an as needed basis throughout the 2012 soybean growing season (May - Oct). Approximately 600 tons of CO2 will be needed throughout the season, to be delivered in quantities of ~20-25 tons at a time. The tank has a telemetry devise that indicates when the CO2 level is getting low and needs to be refilled.. Minimum specifications: The CO2 must be 99.9% pure and it must be delivered to a storage tank at the SoyFACE experiment whenever needed. The contractor must be able to deliver within 24 hours of notification. The estimated yearly usage is 600 tons and the delivery period will run for the 2012 Soybean Growing Season, approximately May 1, 2012 through October 31, 2012. . An Indefinite Delivery/Indefinite Quantity, Firm Fixed Price Contract will be issued. The period of performance is from April 1, 2012 through October 31, 2012. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall provide 1) a completed proposal on their Company Letterhead, at least 3 to 5 references for the proposed service. References must have used the proposed service within the last three (3) calendar years (Government references preferred but will accept commercial references). References shall be provided for the service proposed and if possible include the email address of the person to be contacted; and 3) Offerors shall include a completed copy of the provisions FAR 52.212 3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS, with this offer. Please show the Contract Number on the invoice. DELIVERY: FOB Destination. The Government requires delivery to be scheduled and coordinated in advance with location personnel. A delivery ticket should be provided upon delivery showing tons filled per tank, location and date of delivery. FAR 52.212. 2, EVALUATION COMMERCIAL ITEM, the Government intends to award one contract as a result of this Request for Proposals. Award will be made to the responsible/responsive Contractor whose proposal provides the total lowest delivered price.
