Solicitation # 36E79726R0032
The Department of Veterans Affairs is conducting an unrestricted procurement under solicitation 36E79726R0032 to secure an uninterrupted source of supply for Lisinopril Tablets. This contract supports multiple federal health agencies, including the VA, Department of Defense, Bureau of Prisons, Indian Health Service, and Federal Health Care Centers, with distribution managed through the VA and DOD Pharmaceutical Prime Vendor Programs. The award will be granted to a single responsible offeror for a base period of one year, with four pre-priced one-year option periods. The procurement is issued in a commercial item format in accordance with FAR Part 12, with a tentative solicitation release date of September 3, 2026, and a response deadline of September 24, 2026. The scope of work includes the supply of Lisinopril tablets in various strengths ranging from 2.5mg to 40mg, with specific annual quantity requirements for various bottle sizes. Strict packaging and labeling standards are mandated, requiring a unique NDC number and the exact drug name on the label. For specific unit-of-use packaging, bottles must be cylindrical with a minimum 120cc volume and a 5.75 inch circumference to accommodate a 5.25 by 2 inch label. Additionally, these bottles must feature a safety cap that is either convertible or deshellable. The contractor's label must be the only label on the product and must allow VA labels to adhere securely on top. All proposals and communications are handled electronically via SAM.gov.

The contract calls for the procurement of bupivacaine and epinephrine injection, specifically a 0.500% w/v bupivacaine HCl and 0.005 mg epinephrine per mL (1:200,000) formulation in 1.8 mL cartridges, packaged in quantities of 50 per carton. The unit of issue is CN (can), with a total of four contract line items each for one carton, to be delivered to four distinct U.S. Navy vessel locations including USS OKANE DDG 77, USS LEWIS B PULLER ESB 3, USS JOHN S MCCAIN DDG 56, and PCU ARKANSAS SSN 800. All deliveries are FOB destination with a strict five-day delivery window from the order date, and the required delivery dates span from July 1 to July 20, 2026. Shelf life must remain at least 15 months at the time of delivery to the first government activity, with a full 18-month shelf life upon manufacture, and storage must be maintained between 15 and 30 degrees Celsius. Packaging must comply with DLA’s RP001 packaging requirements and conform to Medical Marking Standard No. 1, superseding MIL-STD-129 for labeling and markings, although MIL-STD-129 is still referenced for barcoding and data elements like NSN, lot number, and destination. The product is not classified as hazardous per FED-STD-313 and must be commercially packaged per ASTM D3951, with DLA’s Master List of Technical and Quality Requirements taking precedence over any commercial standard. Mercury and mercury-containing compounds are strictly prohibited except in specific exempted applications, and all shipments must be traceable via freight carriers, with parcel post explicitly banned. The contract includes multiple FAR and DFARS clauses related to equal opportunity, trafficking in persons, employment eligibility, hazardous material identification, safeguarding covered defense information, and prohibitions on certain telecommunications equipment, with deviations applied for several clauses. Inspection and acceptance occur at the delivery destination, and invoicing must be processed through Wide Area WorkFlow. The solicitation does not specify unit prices or contract value, leaving pricing to be determined upon award, and bids must be submitted electronically through DIBBS by July 22, 2026.

General Info

Bupivacaine and epinephrine cartridges shipped to U.S. Navy vessels by July 2026, compliant with DLA packaging and storage standards.
