Bureau of Geological Survey Electrical Resistivity

The Pennsylvania Department of Conservation and Natural Resources Bureau of Geological Survey is seeking a contractor to perform Electrical Resistivity (ER) Surveys on an as-needed basis throughout the Commonwealth of Pennsylvania. These surveys will support geotechnical investigations, groundwater resource investigations, and geologic mapping efforts. The contractor is responsible for conducting ER Survey transects at predetermined sites, removing all equipment, and restoring the sites to their original state upon completion. Key deliverables include a report detailing data acquisition methods and interpretations, as well as labeled reference maps in PDF format, both of which must be submitted within 30 days of the work's completion. The contract features an initial one-year term with the possibility of four additional one-year renewals. Award selection is based on the lowest responsive and responsible bidder, with a strict requirement for timely and properly signed bids submitted via the SRM electronic system. The contractor must adhere to industry standards and comply with various legal mandates, including the Prevailing Wage Act, Davis-Bacon Act, and the Americans with Disabilities Act. Administrative requirements include establishing separate billing accounts for each using agency, with payments generally due 30 days after receipt of a proper invoice. Additionally, the contractor must certify they are not under suspension or debarment and maintain compliance with non-discrimination and sexual harassment laws.
