Submerged Cultural Resources Remote Sensing Investigation

The Florida Department of Environmental Protection is soliciting qualified vendors for a Submerged Cultural Resources Remote Sensing Investigation across approximately 225 acres within the Lignumvitae Key Botanical State Park, Indian Key Historic State Park, and John Pennekamp Coral Reef State Park. The primary objective is to identify submerged cultural resources to ensure legal compliance and guide the maintenance and installation of signage and markers. The project must adhere to Chapter 258 of the Florida Statutes, Chapter 62D-2 of the Florida Administrative Code, and the reporting standards outlined in Florida Rule Chapter 1A-46. The contract is awarded to the most advantageous offer based on a three-volume evaluation consisting of past performance, technical response, and price. The selected contractor will operate as an independent entity and is prohibited from subcontracting services. Key contractual terms include a potential renewal period of up to three years, a requirement to pay a one percent MFMP transaction fee, and a strict delivery timeline with potential invoice reductions of one percent per day for delays beyond June 1, 2027. All intellectual property created specifically for the Department will be owned by the State. Deliverables are subject to a 30-day inspection period by the Department's Contract Manager, with a 15-day window for the contractor to remediate any unsatisfactory work at no additional cost.
