AI Contract Overview
The contract solicitation SPE4A6-26-T-54V7 seeks the procurement of 16 BUSHING, SLEEVE units (NSN 3120-01-521-2724) under strict technical, quality, and compliance guidelines enforced by the Defense Logistics Agency. The item must be manufactured and delivered in full compliance with the DLA Master List of Technical and Quality Requirements, which incorporates referenced R and I numbers, and must adhere to packaging standards MIL-STD-2073-1E and marking standards MIL-STD-129, including bar-coding compliance. Inspection and acceptance occur at the contractor’s origin, with first article testing required within 150 calendar days of delivery and a mandatory destructive test unit and fully assembled functional unit submitted for government evaluation. Export control is a critical condition, as the technical data associated with this item is subject to ITAR or EAR, requiring contractors to hold JCP certification, complete mandatory DLA training, and receive official approval to access the data—applying equally to U.S. and foreign entities, including subsidiaries and foreign national employees. Delivery is due within 479 days of contract award to Robins AFB, Georgia, with FOB Origin terms, and performance is subject to stringent cybersecurity mandates including NIST SP 800-171 compliance under DFARS clauses 252.204-7012 and 252.204-7020, requiring documented assessments and reporting through the Supplier Performance Risk System. Contractors must also comply with provisions on safeguarding covered defense information, prohibitions on covered telecommunications equipment, whistleblower protections, and hazardous materials handling, with all requirements flowing down to subcontractors. The contract type remains undetermined, allowing offerors to propose alternative structures under FAR 52.216-1 Alternate I. All proposals must be submitted electronically via the DIBBS portal by May 21, 2026, with no paper submissions permitted. Item Unique Identification is not required per customer request, and quality systems must meet SAE AS9003 or ISO 9001 tailored to AS9003 standards. Pricing details are not yet included in the solicitation, and offerors must provide their own cost and pricing data in response.
