The Department of Defense, through the Telecommunications Division and the Defense Information Technology Contracting Organization, issued solicitation HC102813R0046 for a Commercial Off-The-Shelf Business Application Mapping solution to support the Defense Information Systems Agency. The primary objective is to implement a tool capable of discovering and visualizing business service interactions and dependencies across a diverse range of environments, including mid-tier and mainframe systems. Supported platforms encompass Windows, Linux, Solaris, HP-UX, and IBM AIX, as well as IBM System z operating systems, including various virtual operating environments, containers, zones, and logical partitions. The solution must map communications and storage dependencies across the Non-Classified Internet Protocol Router Network, the Secure Internet Protocol Router Network, and the out-of-band network to enable rapid resolution of service outages. The contract structure includes provisions for software licenses, implementation, training, and sustainment. Due to the nature of the networks involved, the contract requires a Secret facility clearance and adherence to strict security classification specifications for handling For Official Use Only information. Performance is monitored through a Quality Assurance Surveillance Plan that utilizes 100 percent inspection, random sampling, and periodic reviews to ensure acceptable quality levels for technical support and software deployment. The procurement process emphasized rigorous technical and management evaluations, requiring detailed past performance references and a comprehensive functional test plan to validate the system's mapping and visualization capabilities.

Full Description

The requirement is to establish a business application-mapping tool that provides the capability to discover and provide visualization of business service interactions and dependencies for both stand-alone hardware operating environments (hosts) and virtual operating environments (VOE) (hosts) in both mid-tier and mainframe environments. The environments the solution must discover to build business application maps includes Windows and Linux (and VMware Windows and Linux VOEs), Solaris (and Logical Domains (LDOMs), containers and zones), Hewlett Packard Unix (HP-UX) (and Integrity Virtual Machines (IVMs)), IBM Advanced Interactive eXecutive (AIX) (and Logical Partitions (LPARs)), IBM System z operating system (z/OS) (and LPARs, Virtual Machines (VMs), and Linux VMs) as well as communications and storage dependencies. The solution will provide the capability for DISA to visualize interactions and dependencies of components, in the tool and in an extract, for all business services on both the Non-Classified Internet Protocol Router Network (NIPRNet) production environment, the Secure Internet Protocol Router Network (SIPRNet) production environment and on DISA's out of band network. This visualization will allow DISA to ensure outages or service issues are addressed quickly and effectively.
