SOLICITATION: RFQ # FA4877-26-QA027
1.  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and an additional written solicitation will not be issued.


2. Solicitation FA4877-26-QA027 is issued as a Request for Quotation (RFQ). The USAF will herein be referred to as the “Offeree”, and the potential contractors or awardee will herein be referred to as the “Offeror” in accordance with RFO 12.201-1 and RFO 52.212-1.


3.  This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2026-01, effective 1 May 2026, DFARS provisions and clauses in effect 1 May 2026, and DAFFARS provisions and clauses in effect 1 May 2026.


4.  This procurement is being issued as a set-aside for Total Small Business. The North American Industry Classification System (NAICS) Code is 332312 (Fabricated Structural Metal Manufacturing) with a size standard of 500 Employees.


5. The Pricing Schedule is incorporated as Attachment 2. Offerors shall complete Attachment 2 in its entirety and return with any other documentation/data which outlines the full pricing offered or as required by this Combo.


6. The right to make a single award, multiple awards or no award is reserved in the event it is advantageous to the Government as determined by the USAF Contracting Officer.


7. RFO 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda:


  1. To assure timely and equitable evaluation of the offer, the Offerors must follow the instructions contained herein. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
  2. Specific Instructions: The response shall consist of two (2) separate parts:
    • PART 1- TECHNICAL CAPABILITY - Submit one (1) copy of a technical capability narrative, limit to 10 pages. Technical Capability – at a minimum – will consist of meeting all characteristics, including those listed below in the RFO 52.212-2 Evaluation paragraph, and all items listed in Attachment 1 – Salient Characteristics and Attachment 3- PWS.
    • PART 2- PRICE – Submit one (1) copy of price schedule and any additional documentation, limited to 3 pages (not including the provided price schedule).

8. RFO 52.212-2 Evaluation—Commercial Products and Commercial Services is hereby incorporated by 
reference, with the same force and effect as if it were given in full text. The following have been 
tailored to this procurement and are hereby added via addenda:


  • The Offeree will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical capability and price factors considered. The following factors shall be used to evaluate offers:
    • FACTOR 1: Technical Capability
      • Subfactor 1: The Offeror shall complete all required sections of the solicitation document, including all applicable representations and certifications.
      • Subfactor 2: The Offeror shall provide a signed statement by a person authorized to obligate the company contractually; stating that the offer and prices offered will remain in effect until 30 September 2026.
      • Subfactor 3: The Offeror shall provide documentation that outlines the characteristics of their proposed C-130 ISO Stand that meets all the specifications outlined under Attachment 1 – Salient Characteristics and Attachment 3 - PWS. Concept design MUST be included with offer submission.
      • Subfactor 4: The Offeror’s quote shall demonstrate that they have the necessary facilities, capabilities and skilled staffing to manufacture and provide the requested C-130 ISO Stands in accordance with Attachment 3 - PWS.
      • Subfactor 5: The Offeror shall provide a detailed, clearly outlined Delivery/Installation Schedule.
      • Subfactor 6: The Offeror shall provide documentation that outlines the proposed product full warranty coverage period.
    • FACTOR 2: Price;
      • Offerors shall provide their best price as outlined under Attachment 2, Summary Pricing Sheet. Pricing will be evaluated base on Fairness, Reasonableness, Completeness and Total Evaluated Price (TEP).
      • Pricing shall be evaluated for fairness, reasonableness and completeness. Unbalanced pricing is grounds for elimination and non-consideration. The pricing submitted shall be evaluated as a whole and in its entirety by the USAF Contracting Officer.
  • All offers will be reviewed for Technical Acceptability. If found technically acceptable, the Offeror’s price will then be evaluated as stated above in the Price Factor. If found technically unacceptable, no further consideration will be made for that Offeror. Therefor, the Offeror’s initial offer should contain their best terms from a technical capability and price standpoint. The Government reserves the right to conduct discussions if later determined by the USAF Contracting Officer to be necessary or in the best interest of the USAF. Offerors that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
  • Award will be based on a best value determination utilizing tradeoff procedures in which competing Offerors’ technical capability is rated as acceptable/unacceptable. Offers deemed acceptable will then be evaluated for price, compared with other offers received and the Independent Government Estimate (IGE). Technical capability is more significant than price.

9. Davis-Monthan Air Force Base intends to award a firm-fixed-price contract for a C-130 Isochronal Stand System. This solicitation includes Base Line Items and Option Line Items. The Government anticipates a continuing need for the Option Line Items and intends to exercise these options in the future once additional funding clears; however, the actual exercise and subsequent purchase of any Option Line Items remain strictly subject to the availability of funds and at the sole discretion of the Government. The required items are as follows:


  • CLIN 0001: Inner Wing Stand (Zone A)
  • CLIN 0002: Outer Wing Stand (Zone A)
  • CLIN 0003: Propeller Stand, LH & RH sides (Zone A)
  • CLIN 0004: Inner Wing Stand (Zone B)
  • CLIN 0005: Outer Wing Stand (Zone B)
  • CLIN 0006: Propeller Stand, LH & RH sides (Zone B)
  • CLIN 0007: Inner Horizontal Stabilizer Stand (Zone C)
  • CLIN 0008: Outer Horizontal Stabilizer Stand (Zone C)
  • Option Line Item 1001: Cargo Door Stand (Zone C)
  • Option Line Item 1002: Left Rear Fuselage Stand (Bridge Stands) (Zone C)
  • Option Line Item 1003: Right Rear Fuselage Stand (Bridge Stands) (Zone C)

10. All questions must be submitted via email no later than 26 June 2026, 2:00 PM MST.


11. All quotes must be submitted via email no later than 15 July 2026, 1:30 PM MST.


12. All quotes, including pricing information, shall remain valid for acceptance by the Government until at least 30 September 2026.


13. Quotes must include the following information: Company Name, Company Address, CAGE Code, and Small Business Type. The total quote shall not exceed 10 pages (including the cover page).


14. It is the responsibility of the Offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is also the responsibility of the quoter to ensure all quotes and/or questions are submitted in a timely manner by the specified due date.

17. 5352.201-9101 ACC Ombudsman (Jul 2023)
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. 


•  Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

18. 5352.223-9000 Elimination of Use of Class I Ozone Depleting Substances (ODS)
As prescribed in DAFFARS 5323.804-90, insert the following clause in solicitations and contracts: 
ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS) (JUN 2024).
•  Contractors shall not:
•   Provide any service or product with any specification, standard, drawing, or other document that 
requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, 
item, component, or process; or
•  Provide any specification, standard, drawing, or other document that establishes a test, 
operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this 
contract/order.


o  For the purposes of Department of the Air Force policy, the following products that are pure 
(i.e., they meet the relevant product specification identified in AFI 32-7086) are Class I ODSs:
•  Halons: 1011, 1202, 1211, 1301, and 2402;
•  Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC-114, CFC-115, 
CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-
216, and CFC-217, and the blends R-500, R-501, R-502, and R-503; and;
•  Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide.
[NOTE: Material that uses one or more of these Class I ODSs as minor constituents do not meet the 
Department of the Air Force definition of a Class I ODS.]

19. Real ID Requirement.
Beginning May 7, 2025, Davis Monthan Air Force Base will require all visitors seeking base access to possess a REAL ID in accordance with the REAL ID Act of 2005 and DoD Manual 5200.08 Vol 3, Physical Security Program: Access: to DoD Installations.
Federal installations, including Davis-Monthan AFB, will no longer accept non-marked state-issued identification cards after May 6, 2025. As mandated by the Department of Homeland Security (DHS), state-issued licenses and identification cards must include a REAL ID-compliant marking–star markings, “Enhanced” verbiage, etc.—indicating adherence to federal standards. Enhanced Driver’s Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York and Vermont are also acceptable 
for federal purposes.


Although most EDLs do not contain the REAL ID star marking, they meet DHS criteria for access.To obtain a REAL ID, individuals must visit their state’s driver licensing agency website for documentation requirements. At a minimum, applicants must provide proof of full legal name, date of birth, Social Security number, two proofs of address and lawful status. States may impose additional requirements. Minors under 18 years of age are not required to present REAL ID-compliant credentials for travel or base access, but their accompanying adult must be compliant.


Individuals issued a “LIMITED-TERM” REAL ID—commonly non-citizens with documentation such as a Permanent Resident Card, visa, or employment authorization—must present the same documentation when requesting access to DMAFB.


Common REAL ID-compliant credentials include U.S. passports, permanent resident cards and other identification approved under DODM5200.08v3. Current Defense Biometric Identification System (DBIDS) badges are not impacted by this change. However, new or replacement DBIDS badges will only be issued upon presentation of REAL ID-compliant credentials. When screening visitors for DBIDS Contractor Badges and EAL sponsorship visitation requests, it is the direct responsibility of the DoD-affiliated sponsor to verify that the personnel they are requesting badging or visitation for are REAL ID compliant. For DBIDS contractors, Visitor Control Center badging personnel will confirm contractors’ REAL ID compliance when they come to receive their DBIDS badge. Security Forces personnel will verify visitors’ driver’s licenses and identification cards to ensure REAL ID compliance is met. Non-compliance will result in immediate denial to the installation until REAL ID compliance is met. Security Forces entry controllers will verify REAL ID compliance of visitors when verifying their credentials with Entry Authorization Lists. Non-compliance will result in immediate denial to the installation until REAL ID compliance is met.
