Request for Information #4 C-130 Overflow Depot Maintenance (UDLM/PDM) The Government desires continuous industry participation in a market research effortfor the C-130 Overflow UDLM/PDMs to ensure any outcome will best meet the Government's requirements and ensure active participation from industry. - 1. Potential maximum requirement for PDMs is as follows: 10 PDMs in FY20, 15 PDMs in FY21, 20 PDMs in FY22, 20 PDMs in FY23, and 40 PDMs in FY24. - 2. The Government is currently pursuing a 12 month basic period of performance and four 12 month options period of performance multiple award IDIQ contracts to be awarded pursuant to the DoD Source Selection Trade-off Procedures. The Government's current requirement includes a minimum contract period of performance of six (6) PDMs. However, the contractual minimum aircraft PDM per ordering period will be one (1) PDM per contractor due to constraints in Operation and Maintenance Appropriations (O&M) (3400) distribution. - 3 Given current fiscal constraints, after initial task order, beginning with the lowest price, the PDMs would alternate task order awards between contractors (if two awardees then up to the third PDM each). Total period of performance PDMs above six (6) PDM's would be competed. All Mid-Cycle Paint and UDLM requirement will be competed. - 4. The draft Request for Proposal (RFP) tentative release is winter 2018. Multiple draft RFPs are expected be posted for feedback. - 5. Per the Performance Based Work Statement (PWS), the PDM work control documents will be required to be delivered 90 days after contact award(s) and approved by the Government prior to initial aircraft induction. - 6. Per the PWS, a thorough quick look damage evaluations/inspections will be accomplished as early in the aircraft induction process to prevent metal bond repair delays. - 7. Projected award date of multiple award contracts for this possible requirement is April 2020. Air Force Life Cycle Management Center (AFLCMC) C-130 Hercules Division (WLN) requests industry's input on the following questions: - 1. The Government may be constrained by quarterly distribution of O&M appropriations. Given this constraint, the Government may require the contract to only guarantee a minimum of 1 (one) aircraft Programmed Depot Maintenance (PDM) per year. Would industry be interested in participating in this possible solicitation? - 2. Would industry be interested and able to price PDMs 1-3 in a matrix based on the different C-130 MDS variants? In this scenario, a price ceiling for future competition of PDMs above 6 would be set at the price of the third PDM. For each PDM task order competition above the initial contract 6, the awardee would propose a cost, less than or equal to their proposed cost of the last Firm Fixed Price PDM for that period of performance, and provide information on available induction and capacity. PDM 1 PDM 2 PDM 3 C-130H 73-74 X X X C-130H 78-82 X X X C-130H 83+ X X X C-130J X X X C-130H FMS X X X - 3. Would industry prefer a variable quantity pricing for PDM, as compared to the methodology in question number 2? Please describe any suggested alternatives to improve industry's interest in this pending solicitation, while maintaining the Government's intent to provide a best value solution for each competed PDM requirement. - 4. Competing Task Orders - a. Would industry be interested, beyond the minimum PDM(s), in competing for PDMs via individual task orders for individual aircraft based on price and delivery (prior delivery performance and/or proposed delivery schedule)? - b. Beyond the minimum PDM(s), would industry be interested in competing for the remaining PDMs (up to the maximum), in a given year, in a grouping/lot, as compared to competing independently for each individual PDM? (competition will be based on price and prior delivery performance and/or proposed delivery schedule) Offer suggestions on how this might work. - 5. In addition to the planned draft RFPs releases, would industry identify a benefit from a C-130 Overflow Depot Maintenance (UDLM/PDM) Industry Day, held by C-130 Division (AFLCMC/WLN)? If so, would industry attend in January 2019? If you are proposing such an Industry Day is of benefit, please identify your critical expectations of such a forum. - 6. What can the Government do to best incentivize the contractor's PDM performance? The Government is most interested in on-time delivery and quality of workmanship. - 7. How long will it take the contractor to develop PDM work control documents and submit to the Government for review? - 8. Is the contractor willing to train under the guidance of WR-ALC metal bond team to perform quick look damage evaluation/inspection to determine the extent of a/c metal bond repair(s)? This training would be for evaluation/inspection only. The metal bond repairs will be performed by Government Depot Field Teams, as established in a Public Private Partnership. - 9. Please provide any additional feedback regarding these questions that industry believes are pertinent as the Government completes its Market Research and develops an acquisition strategy. Responses due no later than 3:00 pm, 21 Dec 2018. Email ONLY to Beckie.King@us.af.mil AND Shiela.Hodges@us.af.mil . Please include a point of contact and company name/cage.
