The C-130J Long Term Sustainment (LTS III) is a single-award Indefinite Delivery Indefinite Quantity contract awarded to Lockheed Martin Corporation by the Department of Defense, specifically the AFLCMC Wlnka. This contract provides essential contractor logistics support, sustaining engineering, and material management for the C-130J aircraft. The agreement is structured with a 12-month base ordering period, four additional one-year ordering periods, and five one-year options, allowing for orders to be issued from February 1, 2022, through January 31, 2032. To ensure flexibility in procurement and execution, the Air Force utilizes multiple pricing arrangements, including Cost Plus Incentive Fee, Cost Plus Fixed Fee, Cost Reimbursement-No Fee, Firm Fixed Price, and Time and Material. The contract was awarded under the authority of FAR 6.302-1, justifying a non-competitive process as Lockheed Martin was identified as the only responsible source capable of meeting the specific sustainment requirements for this platform.
