The South Yorkshire Mayoral Combined Authority (SYMCA) is seeking a delivery partner for the South Yorkshire People's Network (SYPN) Transport Shelters Improvement Programme. This initiative aims to redesign and replace bus and tram stops, shelters, and interchanges to create a connected, people-focused network. The project is structured as a single-stage competitive procedure for an initial concept design award, with potential extensions through detailed design, testing, commissioning, and the manufacture and installation of shelters. The scope includes an initial capital programme of 6.3 million pounds for 150 to 200 shelters, with a possible long-term rollout across the network valued at up to 175 million pounds. The total estimated contract value is 181.3 million pounds excluding VAT, with a performance period that could extend from February 2027 to September 2043. The selected partner will serve as the Principal Designer during the initial design phases and transition to the Principal Contractor for the build stage under the Construction Design Management (CDM) regulations 2015. SYMCA is open to bids from consortiums or joint ventures and specifically notes the suitability of small and medium-sized enterprises. Award decisions are based on a weighted score of 70 percent quality—covering methodology, project team, collaborative working, and South Yorkshire association—and 30 percent price. Additionally, a BIM execution plan and social value requirements are evaluated on a pass/fail basis. Tenders must be submitted electronically via the ProContract portal by November 24, 2026.

Full Description

SYMCA are seeking to appoint a delivery partner to collaborate with the Authority to deliver the new South Yorkshire People's Network (SYPN) Transport Shelters Improvement Programme (Bus and Tram). The South Yorkshire People's Network (SYPN) is the new integrated transport brand for the region, bringing together bus, tram, rail and active travel under a single vision: a connected, people-focused network that serves every community across South Yorkshire. As public transport comes back under greater public control and significant investment is made in infrastructure, vehicles and customer experience, we have an opportunity to rethink one of the most visible elements of the transport system: the stops, shelters and interchanges for buses and trams. This is a single stage competitive procedure for initial concept design award, with options to extend the contracts through the following stages: Stage 1: Concept Design, Stage 2: Detailed Design, Testing and Commissioning Stage 3: Manufacture, Install and Supply for key locations Stage 4: Ongoing supply and install across the network SYMCA are open for suppliers to approach this commission as a consortium or joint venture project team, to ensure that the appropriate design ambition is achieved. We are looking for designs that are beautiful but not at the expense of functionality; ambitious but achievable; distinctive but durable and inspiring while remaining safe, inclusive and practical for everyday use. The consultant shall undertake the role of Principal Designer under the Construction Design Management (CDM) regulations 2015 for the initial design stages of the commission and will then undertake the role of Principal Contractor under the CDM regulations 2015 for the "Build" stage of the commission.
