The Permittee will conduct maintenance and repair work for corrosion project 2652 (C-2652) at Mile Point (MP) 489.390 of Gas Pipeline 300A (L-300A), a section of gas line that was designed as an intentional span, in the City of San Jose, Santa Clara County (37.281830, -121.795831). The Project is necessary to minimize potential corrosion from atmospheric exposure along the pipe body and at both air-to-soil transitions where the pipeline span enters and exits the ground. The pipeline spans a perennial spring-fed drainage area with two perennial stream channels below the pipe that are unnamed tributaries to Coyote Creek. The larger perennial watercourse (PW-01) flows from east to west below the pipe. The smaller perennial watercourse (PW-02) begins where an existing polyvinyl chloride (PVC) pipe emerges upstream from the hillside and flows downstream under the pipe before joining PW-01 on the west side of the pipeline.
The maintenance activities include clearing vegetation from the workspace surrounding the pipeline span, stripping topsoil (the uppermost 6 to 8 inches) from all areas to be excavated, excavating the air-to-soil transition areas, installing scaffolding below and adjacent to the pipe span, scraping existing pipe wrap at the air-to-soil transitions and sandblasting existing paint off of the pipe, inspecting the bare metal pipe for any anomalies and making any necessary repairs, and recoating and/or repainting the pipe. The pipeline is very close to the ground at this span, limiting access for the necessary maintenance and repair activities
