Full Description

The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia intends to issue a Request for Proposal (RFP) for the acquisition of logistic support services applicable to the Advanced SEAL Delivery System (ASDS) for the Naval Special Warfare Command, Detachment Annapolis. These services include, but are not limited to, in-service support management and reporting, general and field engineering services, engineering services and advanced maintenance planning, material and inventory management and development, update and distribution of Interactive Electronic Technical Manual (IETM) databases. It is intended to award a Cost Plus Incentive Fee type contract under which technical direction letters shall be issued. The base year of services are estimated to commence 01 June 2006 and continue through 30 Sept. 2006 with four, twelve-month option periods. The applicable NAICS code for this requirement is 541330, Engineering Services. The Government intends to solicit and negotiate with only one source (Northrop Grumman, Baltimore, MD), under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(1). Only One Responsible Source and No Other Supplier or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals.
