This Broad Agency Announcement (BAA) is issued to provide an opportunity to partner with the U.S. Geological Survey (USGS) and other Federal agencies to acquire high-resolution 3D elevation and hydrography mapping data through the 3DNTM Data Collaboration Announcement (DCA). The 3DNTM DCA partnerships efficiently and effectively leverage funding to respond to the documented and growing need for high-quality elevation and hydrography data, which significantly benefit Americans across an array of applications like infrastructure planning, discovery of critical minerals, energy development, and disaster preparation and response for severe weather events, earthquakes, landslides, and other emergencies.

Project submissions are invited from applicants who wish to partner through the 3D Elevation Program (3DEP) opportunity or the 3D Hydrography Program (3DHP) opportunity to fund lidar or hydrography data acquisition through the USGS Geospatial Products and Services Contract (GPSC). Federal agencies, state and local governments, tribes, academic institutions, and the private sector are eligible to submit projects. The Government will review applications based on the evaluation criteria identified in section VII of this opportunity.

A synopsis of previous 3DNTM DCA Awards is available on https://usgs.gov/3DNTM/DCA. 3DEP and 3DHP products and services, including data resulting from this opportunity can be accessed via The National Map Data Download and Visualization Services: https://apps.nationalmap.gov.

Decadal scale net sediment budget and geomorphic change analysis of SSSI dune systems in England
Solicitation # ocds-h6vhtk-07813f
Natural England is soliciting a desk-based project to conduct a decadal scale net sediment budget and geomorphic change analysis of 12 specific SSSI dune systems in England. The primary objective is to quantify changes in dune field sediment volume and spatio-temporal topographic variability using LiDAR data and DEM of Difference calculations. This analysis will serve as a proxy for sediment availability to support SSSI condition monitoring and assess resilience against climate change and coastal squeeze. The contract is open to UK suppliers and will be awarded based on the most advantageous tender, evaluating both technical methodology and commercial cost. The project has a maximum budget of 41,667 GBP excluding VAT and is expected to run from November 2, 2026, through March 30, 2027. Key deliverables include phased analysis outputs due in February and March 2027, with a draft report submitted by March 8 and final reporting completed by March 30. The successful contractor must maintain 5 million GBP in insurance and adhere to Natural England Standard Goods and Services Terms and Conditions, including specific intellectual property rights under Option B. While the project is entirely desk-based, the contract documentation references standard staff vetting and health and safety compliance.

Town of Apple Valley- Geophysical Survey and Subsurface Mapping
Solicitation # RFP-2026-03
The Town of Apple Valley, Utah, is soliciting proposals under RFP-2026-03 for a noninvasive or minimally invasive geophysical investigation and subsurface mapping program. Funded by an EPA grant, the project aims to support the selection of a future municipal groundwater production-well site in the northeastern portion of Apple Valley. The scope of work includes project management, a desktop review of existing hydrogeologic data, survey design, and field investigations to interpret subsurface conditions and rank target areas for drilling. All field data must be collected according to an EPA-approved Quality Assurance Project Plan, and the contractor must adhere to Build America Buy America requirements and various federal nondiscrimination and safety standards. Proposals must be submitted electronically to Michelle Kinney at mkinney@applevalleyut.gov by November 9, 2026, at 5:00 PM Mountain Time, with written questions due by October 26, 2026. Submissions must consist of two separate searchable PDF files: a technical proposal limited to 25 pages and a separate cost proposal. Evaluation is based on a weighted system where technical approach, team qualifications, project understanding, cost, work plan schedule, and past performance are considered, with technical factors carrying substantially more weight than price. Required documentation includes signed forms A through F, evidence of insurance, and SAM.gov registration. Award will be granted to the responsible offeror whose proposal is most advantageous to the Town.

RSO Provision of satellite imagery and related services
Solicitation # RSO-RFP-2026-6-5408
The Government of Yukon is seeking a single qualified supplier to establish a Standing Offer Arrangement (SOA) for the provision of satellite imagery, elevation products, imagery post-processing, licensing, subscriptions, monitoring, and hosted imagery services. This arrangement, which will support various government programs across multiple Yukon First Nation Traditional Territories, has an estimated value of 3,000,000 Canadian dollars over a term of three years less a day. Services will be requested on an as-required basis through a Call-Up process, with specific delivery milestones and acceptance criteria defined in each individual request. Deliverables include mono and stereo imagery at various resolutions and the provision of at least one subscription or hosted imagery platform. The award process utilizes a two-envelope system where technical submissions are evaluated first; respondents must score at least 6,000 out of 10,000 points to proceed to the price and Yukon First Nation (YFN) evaluation. Final ranking is based on a combination of technical merit and pricing for imagery, post-processing, and annual services, with Bid Value Reductions available for registered YFN businesses. The successful contractor must maintain commercial general liability insurance of at least 2,000,000 dollars per occurrence and comply with Yukon laws and privacy legislation. All payments are subject to the Financial Administration Act (Yukon) and are processed within 30 calendar days of receiving an undisputed invoice.

Ground Penetrating Radar Services (GPRS)
Solicitation # 2627-66MR
Charlotte County Public Schools is issuing a sources-sought Request for Information under solicitation number 2627-66MR to gather technical data for future Ground Penetrating Radar Services (GPRS). The primary objective is to structure a formal solicitation for K-12 campus utility mapping and structural scanning, including concrete scanning. The district is seeking information regarding the use of non-destructive testing equipment such as high-frequency and low-frequency GPR, electromagnetic pipe locators, and ground magnetometers. Key technical inquiries focus on alignment with ASCE 38-22 standards and the provision of Quality Levels QL-A through QL-D, with deliverables potentially including physical markings, digital PDFs, and AutoCAD or GIS maps. Because this is strictly an information-gathering phase, respondents are explicitly prohibited from submitting pricing or rates. The district is evaluating vendor capabilities regarding personnel certifications such as NASSCO, OSHA 10/30, and ASNT Level II, as well as the ability to comply with the Jessica Lunsford Act for background checks on active school grounds. Interested parties must submit their responses, a completed Bid Submission Form, and a signed copy of Addendum No. 1 via the Beacon e-bid platform by October 23, 2026, at 2:00 PM EST.
