The Environmental Protection Agency (EPA) has issued a draft announcement for the upcoming procurement of Design Engineering Services (DES) contracts under the Remedial Acquisition Framework (RAF). This draft is intended to provide industry with advance notice and allow for testing of the updated electronic Standard Form 330 (SF 330) used to capture qualifications for professional architect and engineering (A&E) services. This is not a formal request for submissions but an opportunity for potential offerors to review and comment on the planned solicitation. The final announcement, which will request official SF 330 submissions, is expected soon. The DES contracts will support remedial planning, investigations, designs, and technical assistance across EPA Regions 1 through 10 in response to environmental hazards under Superfund and related statutes. These DES contracts are part of a new strategic approach to Superfund work, replacing full-service remedial action contracts with three distinct multiple award contract suites: Design and Engineering Services (DES), Remediation Environmental Services (RES), and Environmental Services and Operations (ESO). Each suite addresses different aspects of environmental cleanup and oversight, with the DES contracts focusing on scientific, architectural, and engineering services critical to planning and design. Services provided will support not only EPA remedial efforts but may also aid other federal agencies and governmental bodies in hazardous substance response and disaster mitigation. The solicitation is governed by the Brooks Act and FAR Part 36.6 and will be open for firms to submit SF 330 qualifications once the official announcement is released. The draft encourages use of the FedConnect.net platform referencing solicitation number SOL-HQ-14-00022 for further details.
