HSR EL POLVORIN & SANTA ELENA GUARDHOUSE

The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for A/E design services to complete two Historic Structure Reports (HSRs), including condition assessment, treatment recommendations, structural evaluation, and materials analysis, for the Santa Elena Powder Magazine (El Polvorín) and the Santa Elena Guardhouse for San Juan National Historic Site located in San Juan, Puerto Rico. The scope of investigation shall include all components that make up each of these two buildings, including all construction projects under both Spanish and United States, or other, influence. This project will provide park management with an assessment of the character-defining features of the historic structures and will develop specific treatment recommendations to ensure preservation of these significant resources. This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Liz Sargent HLA for the services is based on logical follow-on of previous cultural landscape reports for the El Morro Esplanade and the historic City Walls. It will benefit and be a cost savings to the government to contract the Liz Sargent HLAs team because of their prior knowledge of this structure and site, as well as their expertise in historic construction. The existing CLRs were already accomplished by the contractor have been completed. The HSR will require continued research which is a logical follow-on of existing work already accomplished. Additionally, it is in the best interest of the Government to stay with the original contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing research that was already accomplished. It is the only source that can provide the services required for this completion of this project.

The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list.
