AI Contract Overview
The National Park Service intends to award a firm fixed-price contract to Liz Sargent HLA for the completion of two Historic Structure Reports for the Santa Elena Powder Magazine and the Santa Elena Guardhouse at San Juan National Historic Site in Puerto Rico. The scope includes comprehensive condition assessments, structural evaluations, materials analysis, and treatment recommendations for both structures, covering all phases of construction under Spanish, U.S., and other historical influences. The goal is to document character-defining features and develop preservation strategies to protect these significant historic resources. The award is being made on a sole source basis because Liz Sargent HLA is the only entity with prior, in-depth knowledge of the site, having already completed related cultural landscape reports for the El Morro Esplanade and historic city walls, making their continued involvement a cost-saving measure that avoids redundant research and ensures continuity. The contract is being procured under FAR Part 6.302-1 as a sole source justification, with the NAICS code 541330 for engineering services and a small business size standard of $25.5 million. Although the project is designated as a total small business set-aside, no solicitation will be issued because the agency has determined that only this contractor can satisfy the requirement. The synopsis was posted through SAM/FBO, and interested parties are responsible for monitoring any amendments; the government will not maintain a bidder list. All inquiries should be directed to Celinda Hicks at the provided email or phone number. The notice was posted on May 7, 2026, with a response deadline of May 28, 2026, and the award is expected to be finalized without competitive bidding due to the unique expertise and prior work of the selected contractor.
