1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers, Sacramento District (CESPK), California, seeks to award one (1) firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineer (A-E) Contract for Hydrologic and Water Management for Civil Works Projects and Military Installations within the geographical boundaries of the South Pacific Division (SPD). A-E services are required to encompass all aspects of hydrologic and water management analysis for water resource public works projects and environmental restoration projects primarily in Northern and Central California, but may also be used within the Sacramento District's Civil Works area of responsibility (CA, NV, UT, CO, WY and other parts of OR and ID) within the South Pacific Division. The projects may be in the preauthorization phase or authorized by Congress to proceed to construction. Services may also be used to support the Corps of Engineers (COE) during flood emergencies. A specific scope of work and services required will be issued with each task order. This contract will be procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. A firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. This procurement will be conducted under the North American Industrial Classification System (NAICS) code 541330, FSC Code C219, SIC Code 8711. The small business size standard for this NAICS code is $14,000,000. To be considered a small business under this NAICS code, the respondent's average revenue for the last three fiscal years cannot be more than $14,000,000. This requirement is a 100% small business set-aside. An IDIQ contract will be negotiated and is anticipated to be awarded within one year after the required response date to this announcement. The aggregate not-to-exceed amount for this IDIQ is $5,000,000 or five years, whichever comes first (capacity reduced from $7.5 million amount cited in Sources Sought announcement W91238-12-S-0221). Labor rates (including fringe benefits) will be negotiated for each discipline, for each of the five (5) years of the contract, using an escalation factor (or percentage increase) for each year. On the anniversary of the contract award, the rates negotiated for the next year will take effect. A minimum guarantee of $3,000 will be provided by the Government as legal consideration, or issuance of the first task order totaling $3,000 or more. The maximum value of a task order will not exceed the overall value of this contract. At least 50 percent of the cost of contract performance must be performed by the small business firm selected for award in accordance with FAR 52.219-14, Limitations on Subcontracting. To be eligible for contract award a firm or joint venture must be registered in the System for Award Management (SAM). Register via the Internet Site at https://www.sam.gov. Contractor Performance Evaluations: In accordance with the provisions of Subpart 36.604 (Performance Evaluation) of the Federal Acquisition Regulation (FAR), A-E contractor performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Pamphlet (EP) 715-1-7 to fulfill this FAR requirement. For A-E contracts awarded at or above $30,000 the USACE will evaluate contractor performance and prepare a performance report using the Architect-Engineer Contract Administration Support System (ACASS), which is now a web-based system. After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using ACASS requires specific software, called PKI certification, which is installed on the user's computer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110-$125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor. Current information about the PKI certification process and for contacting vendors can be found on the website: https://www.cpars.csd.disa.mil/. If the contractor wishes to participate in the performance evaluation process, access to ACASS and PKI certification is the sole responsibility of the Contractor. The Secretary of the Army Contractor Manpower Reporting (CMR) requirement will be incorporated into this contract. The annual CMR requirement will apply to each task order which is funded by Army dollars; supports an Army mission; which benefits or supports any Army military, civilian, or contractor personnel; or when the Army is the executive agency for the mission being supported. The A-E will be allowed to include their costs for compliance with the CMR requirement as a line item in their price proposal for each task order subject to the CMR requirement. Further information is available at https://cmra.army.mil. 2. PROJECT INFORMATION: Task orders to be issued under this contract may include collection, review, and evaluation/analysis of hydrologic data. Analysis may include determining watershed physiography, rainfall-runoff relationships, hydrologic flood routing coefficients, flow-frequency analysis, flow-duration analysis, concurrent precipitation and flow, temporal and spatial distributions of rainfall, and/or determining wind-wave action. Additionally, reservoir optimization and systems optimization will be included. Work tasks may be principally either technical analysis or technical writing in nature. Technical writing assignments will consist of preparing reports and correspondence describing watershed characteristics, basic data compiled, hydrologic procedures used, study results, and reservoir regulation. Written materials may be in the form of Hydrology Office Reports, Survey Reports, Water Control Manuals, Post Flood Reports, or memoranda. Contractor will be responsible for obtaining independent technical review (ITR). If agreed, the ITR may be performed by the Corps. The end result of these studies/projects will be Hydrology Office Reports, technical appendices to Planning documents, and Water Control Manuals. The contractor shall be responsible for designs and drawings using computer-aided design and drafting (CADD) and delivering the three dimensional drawings in the Bentley MicroStation software, Select Series 2 (SSL2) or Version 8.11.07.XXX or higher, electronic digital format. The Government will only accept the final product in full operational status, without the need for conversion or reformatting, in the Bentley MicroStation format Version 8.1 or higher format on the target platform specified herein. The target platform is a Intel Core I7 processor, 8 GB Ram, and 1 TB Hard Drive with MicroSoft Windows 7 64-bit operating system. Advanced application software used in preparing drawings shall be delivered in versions compatible with MicroStation Select Series 2 or Version 8.11.07.XXX. Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a raster format compatible with the Raster Reference Manager built into MicroStation SSL2 or Bentley's I/RAS B Version 8 or higher electronic digital formats. Drawing files shall also be delivered in Computer-aided Acquisition and Logistic Support (CALS) CCITT Group 4 raster format. The specifications will be produced in SPECSINTACT with Standard Generalized Markup Language (SGML) using the Unified Facilities Guide Specifications (UFGS). In addition to the format specified above, specification files shall also be delivered in Adobe Acrobat Portable Data Format (PDF) or PostScript electronic digital format. Responding firms must show computer and Internet capability for accessing the Criteria Bulletin Board system (CBBS) and the DrChecks review comment management system. Estimates shall be prepared using Corps of Engineers Computer Aided Cost Estimating system (MCACES)(software provided by Government) software. 3.
