The Bureau of Reclamation plans to award a sole source contract modification to Tate Snyder Kimsey (TSK) Architects, Ltd under an existing task order for Administration Building Construction Support and Design Revisions. This modification addresses an earlier omission that excluded the ability to revise drawings, specifications, and related documents necessary for construction support. The contract includes design revisions to resolve unforeseen site conditions, overlooked design elements, and potential improvements that enhance the project's value or functionality at the Government’s discretion. The scope encompasses reviewing submittals and requests for information, providing design reviews and supplemental instructions, assisting with design deviations caused by unforeseen problems, and conducting approximately 24 site visits to manage field issues during construction. This modification will be issued on a sole source basis, with the Government inviting interested parties to provide evidence if competition would be more beneficial within five calendar days of the notice publication. The decision to move forward without competition rests solely with the Government. Interested businesses must demonstrate their capability to fulfill the scope, provide company details, business size classification per NAICS code 541330, and point of contact information. The task order falls under the Department of the Interior at the Denver Federal Center, with performance focused on architectural support services to ensure the project meets owner requirements and design standards throughout construction.

The Bureau of Reclamation intends to award a sole source out of scope contract modification to Tate Snyder Kimsey (TSK) Architects, Ltd under Task Order R17PD00025 Administration Building Construction Support & Design Revisions. This task order omitted, in error, the ability to then revise the drawings, specifications, and/or supporting documents which are needed to meet requirements of their support throughout construction. Design revisions are needed to address several unforeseen site conditions; items that were found to have been overlooked during design; and modify the design, at Reclamation's discretion, if the design change results in increased value or functionality to the Government. This out of scope modification will be issued on a sole source basis. New Scope: A. Review submittals and RFI's as required in the bid set documents and requested by Reclamation to ensure end product meets the owner's project requirements and design aesthetic. B. Provide necessary design review and/or revisions, as necessary, in the form of Architect's Supplemental Instructions (ASI), and assist Reclamation in addressing any necessary design deviations due to unforeseen conditions or issues encountered regarding constructability of the design, or items omitted in error during the design process. C. Conduct site visits, as necessary, to resolve field issues. It is anticipated that a total of 24 site visits will be required (disciplines vary). Any requirement beyond 24 will be considered out of scope of this performance work statement. This notice of intent is not to be considered a request for quotations or competitive proposals. This is a written notice to inform the public of the Governments intent to proceed with a sole source modification for Tate Snyder Kimsey (TSK) Architects, Ltd under the existing task order R17PD00025. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the direction of the government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition at contact@example.gov. Responses should include: 1) Company name, address, DUNS number, and point of contact name of email address. 2) Identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541330. 3) Detailed information that will demonstrate that your business has the capability to provide above services.
