The NIST Robot Installation and Servo Drive Upgrade Project, solicitation number SB134117RQ0623, is managed by the Department of Commerce NIST in Gaithersburg, Maryland. Amendment 002 provides critical clarifications regarding technical requirements, confirming that manufacturing drawings and CAD files will be provided to the winning contractor. The updated scope of work removes the requirement for the contractor to cut a new access port into the chamber, instead directing that robot and servo control cabling be routed along the floor of the adjacent lab and through the existing access port. Environmental specifications for the project include temperature and humidity controlled labs set at 72 degrees Fahrenheit with a stability of 1 degree Celsius. Regarding safety integration, the contractor is responsible for providing a pigtail on the robot controller for the fire system circuitry, while NIST will handle the actual integration of the building fire alarm into the servo stop circuitry. All other original terms and conditions of the solicitation remain unchanged.

Full Description

Amendment 002 is hereby issued to provide government responses to additional questions received on the solicitation. Q1 - Are there manufacturing drawings for the original system, custom components with measurements? 3d/2D CAD or PDF drawings? A1 - Yes, any drawings will be made available to the winning contractor. Q2 - It was discussed during the site visit that the contractor will cut a new access port into the chamber due to the placement of current filters. We would like to take exception to cutting a new pass through wall into the chamber due to unknowns within the wall. We would like this to be provided by NIST. A2 - No need to cut new access hole in wall. The updated SOW now specifies that the robot and servo control cabling to be run along floor in adjacent lab and into the chamber through the existing access port. Q3 - What is the temperature range for chamber as well as where controllers will be located. A3 - The labs are temperature and humidity controlled. The temp control setting is 72 degrees Farenheit with a stability of 1 degree Celcius. Q4 - Howe will the building fire alarm be tied into the e-stop circuit? Is it expected to tie into the building fire alarm system? A4 - The fire system will be wired into the servo stop circuitry. NIST will handle the integration of the fire system and robot controller. The contractor should provide a pigtail on the robot controller to plug in the fire system circuitry. All other terms and conditions remain unchanged.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
