Full Description

The Naval Facilities Engineering Command Pacific (NAVFAC Pacific) intends to modify IDIQ contract N62742-08-D-0009 from a Fixed Price (FP) contract to a combination FP/cost reimbursement contract capable of issuing both Cost-Plus Award Fee (CPAF) and FP task orders. Contract N62742-08-D-0009 is an Indefinite Delivery Indefinite Quantity A-E contract awarded to Pacific Program-Design Management Services JV with a one-year base period of September 30, 2008 through September 29, 2009 and four (4) one-year option periods. The contract provides for program management, design management, and other support services for various projects covered by the Defense Policy Review Initiative (DPRI) and other projects under the cognizance of NAVFAC Pacific. Pursuant to FAR 16.103(c), changing circumstances may make a different contract type appropriate in later periods than used at the outset. Due to the program's uncertainties and fluctuating priorities, the Government now requires a greater amount of flexibility to respond to programmatic areas to successfully and effectively meet mission requirements. The Government intends to obtain program management services via CPAF task orders while design management services will continue to be obtained via FP task orders. However, if future conditions support the use of CPAF on design management or other support services, the Government reserves the right to consider CPAF for those requirements. There will be no change in the contract's total not-to-exceed amount of $100,000,000 over the entire contract term. This notice is not a request for proposals. Written inquiries concerning this notice shall be directed in writing to Mr. Melvin Yoshimura at contact@example.gov within 10 days from the publication date of this notice. The determination to proceed with the proposed modification is solely at the discretion of the Government.
