The US Army Corps of Engineers plans to negotiate a sole-source, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Architect-Engineer contract with HDR Engineering, Inc. for the C-44 Reservoir and Stormwater Treatment Area (STA) project in Martin County, Florida. The contract will span one year from the award date, with options to extend up to a total of five years. Task orders will be negotiated to assign work, with an estimated annual value of $1.6 million and a contract maximum of $8 million over its lifetime. HDR, as the original designer for the South Florida Water Management District's ACCELER8 Program, has developed significant project knowledge through extensive hydrologic analyses, modeling, and completion of plans and specifications for major components of the project, including the intake canal, reservoir, pump station, and related infrastructure. Due to HDR’s unique expertise and prior involvement, the Corps considers this firm indispensable for the successful continuation and completion of the work, which includes finalizing plans and specifications for repackaged construction contracts, addressing government review comments, and providing engineering support during construction. The work involves hydraulic and hydrologic engineering services in accordance with USACE standards for three separate contracts derived from the original larger contract. The announcement emphasizes that this is for informational purposes only, and no planholder registration is required. Interested parties may contact the provided representative for information on qualification submissions.

THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER. Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis to HDR Engineering, Inc. (HDR), for a new Architect-Engineer contract. The contract will be an Indefinite-Delivery, Indefinite-Quantity contract for a period of one year from date of award, with options to extend for four additional years; not to exceed a total of five years. Work will be assigned by negotiated task orders. While the estimated dollar amount per year is $1,600,000.00, the actual obligation per year may be greater than or less than $1,600,000.00. Maximum order limit is $8,000,000.00 for the life of the contract, including options. HDR is the Designer of Record of the design of the C-44 Reservoir and STA project through the South Florida Water Management District ACCELER8 Program. To date, HDR has performed extensive hydrologic analysis and modeling for this project. They performed the Basis of Design Report and the plans and specifications (P&S) design of the intake canal, reservoir, pump station, storm water treatment areas, access roads, communications tower, cut off wall, new bridge on citrus blvd and new culvert under citrus blvd. Plans and Specifications were completed to the final phase for construction advertisement as a single construction contract. The Government is repackaging this single construction contract into three separate contracts; Intake canal works (1), Reservoir and Pump Station (2) and Storm Water Treatment Areas (3). HDR is currently converting the P&S for contract 1 under an IDIQ contract with St Paul District. Due to the performance requirements of the original contract, HDR has accumulated knowledge and expertise on this project that is not available from any other firm. It would be very costly to the Government, both financially and technically, to develop a new consultant's knowledge base of the C-44 Reservoir and STA Project. The proposed contract shall consist of providing engineering services to complete the C-44 Reservoir and STA Project in compliance with USACE standards. The engineering services shall include hydraulic and hydrologic analysis, design, preparation of P&S, incorporating changes from BCOE reviews, Engineering During Construction (EDC) and miscellaneous engineering services for the C-44 Reservoir and STA. Additional work that remains is the P&S conversion and design work for contract 2 and 3, BCOE changes for contract 2 and 3 and EDC for all 3 contracts. Interested concerns should contact Pamela Shirley at +1 (555) 000-0000; (or email at contact@example.gov) for information on submitting documentation demonstrating their qualifications to accomplish this project. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS A PLANSHOLDER.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
