The National Park Service's Pacific West Region Office plans to issue a sole source contract to Leavengood, David Architect for Title III Support Services related to the structural stabilization of the historic Crook House at San Juan Island National Historic Park in Washington. This contract, valued under $22,000, will cover review of shop drawings, office design support, on-site inspections, and preparation of as-built drawings during the construction phase. Leavengood, David Architect was responsible for the initial preliminary and final design work on this project and possesses critical, specialized knowledge of the structure’s unique requirements, including the replacement of sheathing and shear walls and the lifting of the two-story building to install a new foundation. Their deep involvement from design through construction ensures efficiency and accuracy in overseeing these technical tasks. The authority for this sole source contract is based on statutory provisions that allow for acquisition from a single responsible source when only one party can meet the agency’s needs. Market research was limited because Leavengood, David Architect had previously performed the necessary design work under expiring contracts and is regarded as the only qualified firm to provide the continuing architectural and engineering support required. No other firms have expressed interest, and no actions are planned to increase competition, as the agency certifies that Leavengood is the sole source capable of delivering the specialized services. Price fairness will be ensured through standard federal price analysis procedures. Future architectural and engineering services for similar requirements are expected to follow competitive procurement mechanisms.

Their structural engineer was the lead for the specialized structural stabilization for this project which consists of replacement of the sheathing and shear walls for the building as well as the lifting of the entire two story building in order to install a new concrete foundation under the building. They have intimate knowledge of this project and are the most efficient and professional firm in order to do provide the support during construction tasks to support the on-site Contracting Officer's Representative (COR) for this project. Due to the unique character of this historic structure and the specific details to upgrade the foundations, wall sheathing and roof structure, the designing structural engineer from Leavengood, David Architect is the sole professional qualified to review the shop drawings and to inspect the construction status on-site.
